- The United States Nuclear Regulatory Commission (NRC) intends to issue a sole source contract to the North American Technical Center (NATC) entitled, "U.S. Nuclear Regulatory Commission Participation in the Organization of Economic Cooperation and Development/Nuclear Energy Agency (OECD/NEA) and International Atomic Energy Agency's (IAEA's) Information System on Occupational Exposure (ISOE)" for continued membership and participation in the ISOE program. The period of performance is five (5) years. The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c)(1) under FAR 6.302-1(a)(1), as implemented by FAR 6.302-1(b)(1), which provides for limiting competition in those situations where the services are available from only one responsible source and no other type of service will satisfy NRC's requirements. The proposed objective of this work is to continue the exchange of information on the optimization of radiological protection at commercial nuclear power plants between NRC and its international counterparts. In addition, NATC and NRC conducts quarterly conference calls regarding current NATC activities and the ISOE program. NATC also provides NRC with hard copied reports published by the ISOE or NEA working groups, and numerous additional reports and information sheets. The NRC's Office of Nuclear Regulatory Research (RES) maintains the Radiation Exposure Information and Reporting System (REIRS) database. The REIRS database is the United States (US) system comparable to the ISOE database on the global scale. Through membership with the NATC, NRC would have access to additional data collection and technical reports that can further assist NRC's understanding of the types of radiation exposures received by workers conducting different types of jobs within a nuclear power plant and aids in providing a complete picture of the occupational radiation exposures received by workers in the US nuclear power plant industry and those in other countries. The proposed acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination may be made by the Government not to compete this proposed acquisition based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available. NRC intends to obtain membership directly from NATC. NATC is the only North American entity recognized by the OECD and NEA, which can satisfy the agency's requirements.
