Description
Code 3500 of the Naval Surface Warfare Center, Carderock Division (NSWCCD) has been tasked to: Conduct and document the 2010 Explosives Safety Self Assessment; Assist in preparations for the Bi-Annual Explosives AMHAZ Review; Complete the 2010 OSH Self Assessment and promulgate the resulting Corrective Action Plan; And assist in preparations for the upcoming Navy IG Compliance Inspection in April 2011. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to Advanced Technology & Research Corporation (ATR), Columbia, MD 21046. The small business set-aside has been dissolved. ATR has extensive knowledge and experience in explosive, Occupational Safety and Health (OSH), and environmental safety programs such as: Interpreting and applying the directives of NAVSEA OP-5, Ammunition and Explosives Ashore, for daily explosives operations safety; Explosive Safety Self Assessments in compliance with NOSSA Instruction 8020.14C; Taking part in preparing for Explosive Safety Operations between a region host and a tenant; And Standard Operating Procedures in compliance with NOSSA Instruction 8023.11A. The contractor also has knowledge of the work that is done at NSWCCD and knows that measures are needed to stay in compliance with Federal, State, Local and Department of the Navy OSH laws, regulations and policies. The contractor has a required current security clearance of at least a SECRET. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 10 September 2010, referencing RFQ N00167-10-T-0139.
