Description
Reference is made to the August 2, 2010 announcement, reference number 2010-21033A, inviting submission of qualifications and proposal data for the Morocco: Water Resource Management Technical Assistance Project. The following clarifications have been provided by the Grantee and/or USTDA in response to questions received: 1) While the RFP states that the Offeror's Executive Summary is limited to five (5) pages, there are no page limitations or formatting restrictions on any other section of the proposal or documents to be included in the proposal. 2) Please read the RFP carefully, as all instructions for completing a fully-compliant proposal (with respect to Organizational Structure, Management Plan, Key Personnel, Technical Approach, Work Plan, etc.) are contained within. 3) Section 3.3 of the RFP refers to the "level of effort" that must be included in the proposal. "Level of effort" refers to the Offeror's Technical Approach and Work Plan for completing each of the activities and tasks in the Terms of Reference and should include as much detail as possible. 4) The Definitional Mission report provided in Annex 2 of the RFP is for background information only. The main RFP contains all requirements that must be addressed. For example, the Award Criteria in Section 4 of the RFP contains the only criteria the Grantee will use to select a contractor. 5) Grant funds may not be used for paying taxes, tariffs, duties and other fees in Morocco. The selected U.S. company will be paid by USTDA in the United States and therefore will not be required to pay Moroccan taxes. 6) Work visas and travel permits for contractor personnel will be obtained through the normal procedure. Please consult the Web site of the Consulate General of the United States in Morocco for further information. 7) The entire grant amount of $497,253 is to be used to complete the full Terms of Reference for this project. There is no set-aside portion for other activities. 8) The Grantee will provide vehicular support for field missions only but will not provide vehicles on a permanent basis.
