Description
US Customs and Border Protection (CBP) intends to negotiate on a sole source basis under authority of FAR 13.106-1(b)(1) with Metropolitan Washington Airports Authority, 1 Aviation Circle, Washington, DC, 20001, to extend the DS3 Verizon circuit from the Demarc location to the LAN room at Dulles International Airport in support of the 10-Print program. The Metropolitan Washington Airports Authority (MWAA) has mandated that payment be made directly to them for the work performed at the airport. MWAA has a contract in place with Verizon Federal which does the work, but the nature of the contract demands that MWAA floats all the funds. The North American Industry Classification System (NAICS) code for this acquisition is 237130, and the size standard is $33.5. The Government intends to solicit and negotiate directly with MWAA. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to sonya.freeman@dhs.gov. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by 2 September 2010 at 3:00 pm EDT, an award will be made to MWAA.
