Description
The Centers for Disease Control and Prevention/Office on Smoking and Health (CDC/OSH), contemplate a sole source award to the Emory University Tobacco Technical Assistance Consortium, Atlanta, GA. The contractor shall provide expert consultation services in the field of net conferences on surveillance and evaluation related topics will aid OSH in increasing tobacco use prevention and control surveillance and evaluation capacity among NTCP tobacco control program managers and surveillance and evaluation staff in all States, the District of Columbia, U.S. territories, national networks, and tribal support centers, as well as tobacco prevention and control partners and others as requested by OSH. The contractor will provide services during a 12-month period. To achieve the project objective, the contractor will work with OSH to set up and provide net conferences on surveillance and evaluation related topics. The contractor will provide previous and future net conferences for participants to access when necessary. TTAC's mission is to build capacity within the field to achieve effective tobacco prevention and control programs and policies. TTAC provides training and technical assistance to increase knowledge and skills, cultivate leadership, increase organizational effectiveness, and strengthen partnerships. TTAC also develops products to meet identified educational needs and hosts a robust website to share valuable, up-to-date information related to tobacco prevention and control. The ultimate purpose of TTAC's efforts is to develop and support the ability of practitioners in the tobacco control field to grow strong and robust tobacco control programs. Contractor shall possess sound scientific background and the ability to effectively communicate with CDC staff, partner groups, and in professional meetings, interpersonal skills are required to develop and maintain productive relationships and ensure completion of projects within a multi-disciplinary team. The statutory authority for this sole source acquisition is 41 U.S.C. 253-a (a) (1), in accordance with FAR Part 13.106-1(b) only one responsible source and no other supplies or services will satisfy agency requirement. The NAICS Code for this procurement is 541618, Other Management Consulting Services, with a Standard Business Size of $7.0M. TTAC has the proven ability to access tobacco control program managers and surveillance and evaluation staff and to successfully interact with them. They also have the proven ability to maintain current contact information on these specialists. TTAC has demonstrated their skills in providing the technical and logistical support for net conferences in the past. They have a set routine for getting the required connectivity information out to speakers and TTAC is the repository for contact information of tobacco control program managers and surveillance and evaluation staff, which TTAC diligently maintains as these specialists are TTAC's sole audience. TTAC has an ongoing relationship with tobacco use prevention and cessation program managers and surveillance and evaluation staff. These specialists look to TTAC for updates and technical assistance in the field. Because of their unique association with the tobacco use prevention and control community they will be able to easily update potential participants. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. The Governemt will issue only one solicitation to the Emory University Tobacco Technical Assistance Consortium. However, all responsible sources that believe they can meet the requirements stated above, are encouraged to submit their capabilities/qualification statement to the Attention of Matthew Ellington, by email at mce8@cdc.gov. Facsimile proposals are not authorized. If responding by email, the subject line must include the following language "Proposal for RFQ#2010-Q-85746. All inquiries must be received no later than 4:00 PM Eastern Standard Time, September 9, 2010. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
