- This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with University of Geneva, a non-profit organization which will select insurance benefit options, develop CHAT(Choosing Healthplans All Together) exercise materials (facilitator script, participant manual, health events, pre and post exercise questionnaires) that are appropriate to the Swiss Context, recruit study participants, train group facilitators; conduct focus groups using the CHAT exercise; distribute and collect self-administered written questionnaires; record the simulation exercise; and collaborated in analyzing data from the exercise and questionnaires. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. The proposed award date will be on or before September 20, 2010.
