Description
RFP 10-233-SOL-00398 SOW, INSTRUCTIONS, AND EVALUATION CRITERIA This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. A separate solicitation posting will not be issued. This requirement is Total Small Business Set Aside. The North American Industry Classification System (NAICS) code is 611430 and the small business size standard is average annual receipts for the preceding three fiscal years not in excess of $7 million. The ATTACHED REQUEST FOR PROPOSAL (RFP) 10-233-SOL-00398, is for the acquisition of services for Development and Implementation of Research Integrity Officers (RIO) Training (Boot Camp) Programs and Resources, in Support of the US Department of Human Services (HHS), Office of Research Integrity (ORI). The anticipated period of performance shall be from September 29, 2010 through September 28, 2011. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The provisions and clauses applicable to and incorporated in this RFP are those in effect through Federal Acquisition Circular (FAC) 2005-44. Proposals must be submitted electronically via e-mail to PSCAcquisitions@psc.hhs.gov in Word or compatible read-only format. Offerors shall also reference the RFP number (10-233-SOL-00398) in the subject line of their proposal. The RFP due date (closing date) for proposal submission is on or before 5:00 pm Eastern Time, September 14, 2010. OFFERS MUST BE SIGNED. No oral or faxed offers will be accepted. All responsible sources, capable of fulfilling the requirements of this solicitation, may submit an offer, which will be considered. Offers that do not include required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration. NOTE: ANY AMENDMENTS TO THIS SOLICITATION WILL BE PROCESSED IN THE SAME MANNER AS THIS SYNOPSIS/SOLICITATION.
