- Solocitation for Repair parts for the 72-ton Stiffleg Derrick at the Soo Area Office, Corps of Engineers The United States Army Corps of Engineers; Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Timberland Equipment, LLC, 459 Industrial Ave., Woodstock, Ontario, Canada. Only one responsible source and no other supplies or services will satisfy agency requirements. This is a request for sole source procurement from Soo Area Office, Corps of Engineers, Sault Ste. Marie, Michigan, 49783. Timberland Equipment, LLC designed and manufactured the parts in the mid-1960s when the lock was constructed. Description of Supplies/Service: Contractor will provide replacements for worn and/or broken parts on the government owned stiff leg derrick. Due to the age of the parts some are no longer manufactured under existing part numbers, therefore the contractor must ensure the replacement parts are capable of working within their original design limits. Reason for Authority Cited: This 72-ton stiff leg derrick was designed and manufactured by Timberland Equipment in the mid-1960s for the purpose of installing dewatering bulkheads on the Poe Lock. Timberland is the sole vendor that has the technical expertise, as well as proprietary design, to design and build the replacement parts to operate to the deign limits of the derrick. This is critical to ensure the safe and reliable operation of the derrick. The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 11:00 hrs Eastern Time Zone on 02 September 2010. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. The estimated dollar value of this procurement is between $35K and $50K.
