Description
SPECIFICATIONS FOR TREE TRIMMING/REMOVAL AT GAVINS POINT PROJECT LOCATED NEAR YANKTON, SOUTH DAKOTA 1. SCOPE OF WORK. The work performed under this contract consists of furnishing all labor, supplies, and equipment needed to trim limbs and/or remove trees at the Gavins Point Project including Cottonwood Campground, Nebraska Tailwaters Campground, Cottonwood Day Use Area and other locations as designated by the COR. 2. MEETING WITH CONTRACTING OFFICER REPRESENTATIVE (COR). 2.1. The Contractor shall meet with the COR prior to commencement of work to discuss performance requirements and administration of the contract. The Contractor at this meeting shall provide a certificate of appropriate insurance. The Contractor shall also provide the name of any person that has full authority to act in his or her absence. A Contractor Safety Plan and Contractor Work Plan shall also be submitted at this meeting. Documents must be approved by the COR prior to commencement of work. 2.2. The Contractor shall take an on-site tour of work areas with the COR prior to commencement of work, to identify priority areas. 2.3. Work not satisfactorily performed by the Contractor as specified in the terms of this contract may result in government forces or another contractor trimming and removing trees at the Contractors expense. 2.4. Contractor Personnel. All Contractor personnel shall be fully clothed at all times while performing the services of this contract. Fully Clothed shall be deemed to mean that a shirt (or T-shirt), trousers, and shoes shall be worn at all times. All safety equipment needed to safely remove and trim trees these areas in this contract must be properly worn. This shall be done in compliance with the Corps safety manual EM 385-1-1. Tact, diplomacy and courtesy shall be used at all times during contact with the public. 3. TRIMMING AND TREE REMOVAL 3.1. Contractor shall trim all branches as identified by the COR. Any trees that are removed will have the stumps removed also and disposed in an area identified by the COR. All tree work will be performed in conformance with modern arboriculture standards to the satisfaction of the COR. 4. CLEAN-UP 4.1 Contractor shall clean up all debris and dispose of in a site north of SD Highway 52 and at the Corps maintenance shop. 5. COMPLIANCE WITH LAWS AND REGULATIONS. The Contractor shall comply with all state and federal laws, ordinances, and statutes. 6. QUANTITY. The estimated number of trees to trim is 207, the estimated number of trees to remove and grind is 59. 7. EQUIPMENT. The Contractor's equipment shall comply with applicable state laws. Mechanical failure or other similar reasons will not be sufficient to excuse failure to adhere to the schedule. The Contractors equipment must be adequate to successfully and safely complete the job. 8. WORK SCHEDULE. The Contractor work schedule shall be included in the Contractor Work Plan (see paragraph 2.1). The work shall be completed by September 17, 2010. 9. The Contractor will notify the Contracting Officer immediately of damage to Government or private property and injury to any person resulting from his or her operation. 10. SUBCONTRACTING. No contract shall be made by the Contractor with any other party for furnishing any of the work contracted for without the written approval of the Contracting Officer. This provision does not apply to contracts of employment between the Contractor and his personnel. 11. SAFETY. The Contractor shall conduct all operations of this contract in a fashion to protect the safety of all involved parties. The Safety Plan mentioned in paragraph 2.1 shall fully address all aspects of safety for this contract. 12. ON SITE VISIT. It is highly recommended that all bidders make an onsite visit to the Project to inspect the areas prior to bid submittal. 13. BEST VALUE. 13.1. Award to the successful contractor shall be based on Best Value rather than low bid. Bids will be rated on the following factors: a. Equipment. b. Workforce. c. Past Performance. d. Price. e. Ability to perform work in a timely manner. The combination of a,b,c and e together, are significantly more important than price. 14. INSPECTION. 14.1. Inspection of work will be made by an Authorized Representative of the Contracting Officers Representative at regular intervals. 15. PAYMENT AND INVOICING. 15.1. Payment for services rendered under this contract will be processed upon receipt of the invoice. The quantities on the bid sheet are estimates for bidding purposes. 15.2. Invoice shall be submitted when work is complete. Invoice shall be submitted to the U. S. Army Corps of Engineers, Gavins Point Project, P.O. Box 710 Yankton, South Dakota 57078. The invoice shall be itemized and show the contract number on an approved invoice form.
