Description
SOURCES SOUGHT. This is an information request from interested sources. Response to this Sources Sought Synopsis is voluntary and at the contractor's expense. The Government is seeking capable sources with specific, recent experience and past performance in performing C3I engineering tasks on the Marine Corps Expeditionary Fighting Vehicle (EFV) at Hill Air Force Base, UT. The Air Force anticipates that a solicitation will be released late FY10 with award no later than Dec 31st, 2010. The current contractor (NGMS) has been performing C3I services for the EFV program under sole source contract GS35F4506G, task order FA822407F0001. EFV program follows the Integrated Defense Acquisition, Technology, and Logistics Life Cycle Management Framework. EFV is currently in the System Development & Demonstration (SDD) phase and is working toward Milestone C. To reach Milestone C, EFV is required to pass Operational Assessment (OA) testing and must pass OA within the time allocated to enter into the Production and Deployment phase. Testing is completed for NGMS (Milestones A & B) which resulted in the government's acceptance of C31 technology solutions for EFV. Interested sources must execute "Virtual Machine Utilization" including software upgrades vital to the protection of our troops during combat. Sources must demonstrate "C2PC" (i.e. Joint Tactical COP Workstation Client and Gateway) through milestones A & B to prove technical capability and avoid schedule impacts to existing program. Sources must have C3I full capabilities at the time of award of this effort to avoid unacceptable delays on this program. Interested sources shall use the C3I product called GCCS (Global Command and Control System). GCCS is the foundational C3I software for the national command center in Washington D.C., and at each of the combatant commands worldwide. The contractors C2PC capability is required to be advanced to the point where it is fully interoperable with the GCCS data structure, providing seamless data transfer from the foxhole to the four-star and beyond. The EFV program is unique and highly specialized. The following elements outline the nature of this highly specialized requirement; however, they are not limited to these elements; Fire Control, Mobility Application Software, "single-button" GUI interface, development of an interface process and inject data received from unclassified vehicle network on a classified vehicle network, extensive on-site and field staff support, training and trouble shooting, and provide expertise to conduct assessments, analysis, build, train, and sustainment support for numerous systems. Industry responses to this Sources Sought may determine the Government's acquisition strategy. Responses shall explain in detail the contractor's specific experience and capability in the technologies listed. This synopsis is for information and planning purposes only, and it does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract.
