Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The submission of this information is for PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government to procure any services, or for the Government to pay for the information received. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. The Defense Logistics Agency (DLA) Distribution J7 Acquisition Management Office and DLA Aviation is conducting market research to determine the extent of small and large business sources capable of performing Hazardous Materials Management services as a third party logistics (3PL) product provider with responsibility for standardizing and lowering the cost of procurement, receipt, storage, issue, tracking, and reuse of Hazardous Materials (including bulk and compressed gases) at DLA Aviation activities supporting the Fleet Readiness Centers (FRC) at Cherry Point, NC, Jacksonville FL, and North Island CA. The Contractor will be responsible for providing compliant Hazardous Materials Management support (labor and materials) to all authorized customers. The work effort includes but is not limited to: a) Comprehensive Hazardous Materials Project Management b) Complete supply chain management of hazardous materials to include all procurement and ordering of materials c) Providing innovative methods of reducing costs of HAZMAT d) Utilizing the Hazardous Materials Management System (HMMS) to perform receipt, storage (to include shelf-life management), and issue of hazardous materials e) Maintaining Material Safety Data Sheets (MSDS) f) Performing container tracking g) Performing accountability of Hazardous Materials( HAZMAT) products by specific chemical constituents from cradle to grave h) Providing an approved purchasing system for materials to ensure a fair and reasonable pricing of materials to the Government i) Performing decanting and dispensing of bulk HAZMAT products j) Performing HAZMAT kitting and support packaging assembly k) Ensuring Environmental, Safety, and Occupational Health compliant HAZMAT management l) Applying knowledge of OSHA, Department of Defense (DoD) Hazardous Communications (HAZCOM) Standards, Environmental Compliance regulations The anticipated North American Industrial Classification System (NACIS) code for this acquisition is 561210, Facilities Support Services. In order for the DLA Distribution and DLA Aviation to properly gauge the capability of the small and large business community, interested concerns must provide: a) A capability statement (limited to 10 pages in length, singled-spaced, 12 point font minimum) demonstrating the ability to perform the efforts above. This statement should specifically describe your firm's ability to provide adequate staffing to perform multiple delivery orders simultaneously at different locations. b) Relevant Experience (limited to 5 pages) within the last five (5) years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described above.
