- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFP is a GSA Schedule request. Anticipated award is NLT 7 September 2010. Request all pricing information be received by 3 September 2010, Central Standard Time. This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The USPFO-DC and the 33rd CST-WMD intends to negotiate on a Brand Name/Sole Source acquisition with Drager Safety Inc., 101 Technology Drive, Pittsburgh, PA 15275-1057. The proposed contract action is for commercial items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement by submitting a quotation to include product/functional specifications/descriptions and pricing. This notice of intent is not a request for competitive proposals. However, all data received within three days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The following FAR clauses and provisions are applicable and can be obtained by using the internet, http://www.acqusition.gov. FAR clauses and provisions 52-212-4 Contract Terms and Conditions-Commercial Items (MAR 2009); 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (DEC 2009); 52.216-18 (OCT 1995); 52.216-19 (OCT 1995); 52.216-22 (OCT 1995); 52.217-6 (MAR 1989); 52.217-9 (MAR 2000); 52.247-17 (APR 1984); This acquisition is a Brand Name or Equal in accordance with FAR 52.211-6, manufacturer part numbers are offered as examples only. Vendors must quote the brand name or the equivalent of the brand name to be considered for award. To be considered for award offerors of equal products must include and meet all of the salient characteristics listed below. Vendors must clearly identify the offered item by brand name, make or model number, provide descriptive literature such as illustrations; specification sheets that clearly demonstrate that the offered item meets the salient characteristics listed below. Vendors must clearly describe all modifications to the offered item that will make it conform to the salient characteristics listed below. The contracting officer representative (COR) will evaluate equal products on the basis of the information provided by offerors. Unless the offeror clearly indicates in its quote that the item being offered is an equal product the offeror shall provide the brand name item specified in this solicitation. The following FAR provision is incorporated into this RFQ: 52.211-6 Brand Name or Equal. ***Question Submission: Interested offerors must submit all questions to lionel.johnson2@us.army.mil no later than 31 August 2010.
