Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: BECKWITT, RICHARD, Framingham MA 01701-2839 THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: CFD has a prime role in evaluating new methods of food preservation, to meet Army standards and Warfighter demands. Scientific services are desired for continuation of efforts of a contractor to provide vital information on concentration of various vitamins and other small molecules called phytochemicals to serve as markers of nutritional value, as well as markers for flavor or other attributes in prototype foods to guide development and testing efforts to optimize application of the improved processes for next generation combat rations. There is continuing Congressional support for advanced processing technologies, and timely determination of specific quality attributes by a variety of specific biochemical analytical methods in addition to quantitative sensory methods are used in cost-benefit analyses that guide both further investment and implementation of the advanced technologies. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Dr. Richard Beckwitt was competitively selected IAW established Scientific Services Program (SSP) procedures for the selection of individuals as best qualified and available to conduct the specific task set forth in the SOW of the original contract by Battelle, who works with ARO for the program. He has a PhD in Biological Sciences and is currently a Full Professor/Chair of the Dept. of Biology. He has over 35 yrs of experience as an academician and researcher including working with CFD-NSRDEC for 6 years as a part time IPA assignee for research in nutrition and food science aspects of novel processing technologies. He has a unique skill set and experience to continue the effort to benefit the CFD mission thrust area in advanced food processing. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: The original selection of Dr. Beckwitt was confirmed by Battelle based on a search of the large data base they maintain on qualification of academicians and other scientists available to take a part time research assignment of the type needed for the ARO SSP. In addition, the COR Dr. Dunne has a wide range of academic contacts in both the local Boston area and nationally, and he could not suggest any other available to fill this need on a timely basis. 4. Any other facts supporting the use of other than full and open competition: See statement 4. Also had a consideration of seasonal need for maximum time to be spent in the lab during academic summer break when fresh commodity delivery is at a maximum and minimum holding time is needed for accurate analyses of biological food materials before and after processing. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Because the SSP contract has a maximum of a two-year period of performance, if a requirement occurs in the next FY that demands added technical contract support, Battelle or another ARO contractor would be tasked to do a new search for personnel available to meet both technical and time demands of that requirement. 6.
