- This is a sources sought announcement for the Independent Analysis of the Arsenal Support Program Initiative (ASPI). Requirement of Independent Analysis: 1. Address all eleven congressinally assinged purposes of ASPI by providing quantification of each. 2. Gather Data through Government sources at each ASPI Facility (Rock Island, Watervliet, Pine Bluff). 3. Continue to gather the type of data already established on prior reports for the purposes they measured. This carry-forward is for those purposes only and should not dictate the approach to other purposes. 4. Review & assess the results reported in the prior years against the data which that analyst gathered. 5. Create a report which includes addresses all eleven purposes, a narrative profile of four to seven partners which flect the ASPI implementation experience and a few photos of properties, partners and products. Interested parties should submitt a technical capabilities statement which addresses and clearly defines their ability to meet the technical requirements of performing the the attributes required to perform an Independent Analysis of ASPI. Technical Capabilities Statement shall be submitted to babette.murphy@us.army.mil by COB Sep 01, 2010.
