Description

The Department of Veterans Affairs, Providence Healthcare System, has a requirement for a SCIREQ flexiVent system. This is a computer-controlled precision piston pump that can intersperse mechanical ventilation with a variety of volume and pressure controlled maneuvers to obtain accurate, reproducible measurement of lung mechanics. Lung mechanical properties are important determinants of lung function. Changes in lung mechanics are characteristic of various lung parenchymal diseases and obstructive airway diseases. For example, emphysema is characterized by decreased lung compliance, decreased tidal volume, increased tissue elastance, increased thoracic gas volume, increased total lung capacity, and increased residual volume. Deterioration in lung mechanics (increased airway and tissue resistance, increased coefficients of tissue damping, increased tissue elastance, and decreased dynamic compliance) also occurs in acute lung injury induced by end toxin, influenza infection, and LPS. Changes in lung mechanics in pulmonary hypertension are variable and depend upon the cause of the pulmonary hypertension (e.g. secondary to lung injury, LV dysfunction, or primary to lung vasculature). Thus, the ability to assess lung mechanics is crucial to studies using animal models of pulmonary diseases, one of the main focus of investigation at Providence VA Medical Center. The flexiVent (SCIREQ) is a computer-controlled precision piston pump that can intersperse mechanical ventilation with a variety of volume and pressure controlled maneuvers to obtain accurate, reproducible measurement of lung mechanics. The flexiVent is easily configured and has been widely used in a wide range of subjects (10g-40kg, such as mice, rats). Parameters flexiVent can measure include: Resistance, Newtonian Resistance, Coefficient of Determination, Inertance, Tissue Damping, Tissue Elastance, Hysteresivity, Compliance, Elastance, Salazar-Knowles Parameter, Quasi-static Compliance, Quasi-static Elastance, Area of PV Loop, Inspiratory Capacity, Functional Residual Capacity, Forced Expiratory Volume, and Forced Vital Capacity. It is the Governments intention to solicit and negotiate only with this source, SCIREQ. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquires/information received after established deadline of 3pm EST on September 7, 2009 shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. REQUIRING ACTIVITY: VAMC Providence, Research Service (151), 830 Chalkstone Avenue, Providence, RI 02908 2. CONTRACTING ACTIVITY: VAMC Providence, RI 3. PROPOSED ACTION: Sole Source procurement of the flexiVent FX Complete System. 4. DESCRIPTION OF REQUIREMENT : The flexiVent FX Complete System offers the unique distinction between central and peripheral mechanics; forced oscillation technique (only commercially available system); both static and dynamic mechanics measurements and recruitment maneuvers in a single system; both resistance and compliance measurements and forced expiratory measurements in a single system; real-time pressure and volume controlled maneuvers; pressure and volume controlled breath-holds synchronized with pulsed image gating. 5. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION: Reference 41 U.S.C. 253 (c) (1) FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. 6. NATURE OF ACQUISITION TO MEET THE AUTHORITY CITED IN PARAGRAPH 5: SCIREQ is the sole manufacturer and SCIREQ USA Inc. is the sole distributor of the flexiVent in the USA. 7. DESCRIBE THE ACTIONS TAKEN TO CONDUCT ANY MARKET RESEARCH TO LOCATE SOURCES: This is the only know source of the flexiVent system. We are not aware of any other commercially available systems that are comparable to the flexiVent. 8. CUSTOMER'S SUBMISSION OF PRICE ANALYSIS: N/A for this announcement 9. FUTURE ACTIONS TO OVERCOME BARRIER TO FULL AND OPEN COMPETITION: Future procurements for these items/services will be advertised IAW FAR Subpart 5 in an attempt to identify additional sources, and if identified, competed IAW FAR Subpart 6.
