Description
UPGRADE TO THE CLINICAL RESEARCH INFORMATION SYSTEM (CRIS) The National Institute of Health intends to award a firm fixed price contract to Eclipsys Corporation, 333 Route 46 West, Suite 101, Mountain Lakes, NJ 07046. The requirement is to upgrade the Clinical Research Information System (CRIS) is the Clinical Research Center's patient care information system along with the related ancillary systems that support clinical care and the collection of research data for the intramural clinical research programs of the National Institutes of Health (NIH). The Clinical Research Information System provides integrated management of the NIH Clinical Center's patient care, research, and resource utilization data. The main component of the CRIS is the electronic medical record which is the Eclipsys Sunrise Clinical Manager (SCM) application. Other Eclipsys components integrated with SCM include the Eclipsys Sunrise Pharmacy, Eclipsys Sunrise Secure Health Messaging and Eclipsys Security Services. Other systems interfaced with SCM include, but not limited to laboratory suite, radiology, nutrition, scheduling, respiratory therapy, cardiology, surgery as well as patient monitoring and anesthesia devices. CRIS provides provider order entry, result retrieval, and clinical documentation functions for all NIH inpatient and outpatient visits. Eclipsys is the only known source to the Office of Purchasing and Contracts that can upgrade components to an existing CRIS System. The upgrade involves proprietary software and hardware manufactured by Eclipsys and can only be serviced and upgraded by Eclipsys. The upgrade must interface with all the devices and systems currently supported by the existing Eclipsys and NIH security and confidentiality specifications. The intended procurement will be classified under North American Industry Classification System Code 541511, with a dollar amount of 25 million. The Period of Performance to be completed 10/1/10 - 9/30/15. If there are any responsible contractors who meet the capabilities cited to perform the requirement, they may submit experience, capabilities, and qualifications as outlined above which will be considered by the NIH. This notice of intent is not a request for competitive proposals. However, all information received within the fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon reasons to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
