Description
Draft Statement of Work The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Services (APHIS), Veterinary Services (VS) National Veterinary Stockpile seeks to establish an indefinite delivery indefinite quantity (IDIQ) contract to obtain and store Classical Swine Fever Virus Antibody Test Kits, prior to and during outbreaks of Classical Swine Fever.(CSF). The kits must be suitable for differentiating infected from vaccinated animals (DIVA) when an E2-type CSF vaccine is used. This was originally solicited under AG-6395-S-10-0014 but changes have been made to the statement of work (specifically requiring less stock on hand and lowering the license requirements). See attached SOW for complete details. Companies must have the resources necessary to supply the test kits. The results of this sources sought notice will be used in helping determine acquisition strategy (e.g., full and open competition, small business set-aside). Companies interest in competing for this work should submit a statement of capabilities (no more than 3 pages) detailing their experience. Information provided that exceeds three pages (12 font, minimum ½ inch margins) will be considered solely at the discretion of the Contracting Officer. At a minimum the contractor must provide a copy of or show the ability to obtain a United States Veterinary Biologics Establishment License and a United States Veterinary Biologics Produce License or a Permit for Distribution and Sale of the Classical Swine Fever DIVA Test Kit, Polymerase Chain Reaction. Contractors who previously submitted proposals under AG-6395-S-10-0014 do not have to submit capability statements but must email the contracting officer (Nathan Johnson) if they are still interested in providing these test kits.
