Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to negotiate, on a sole source basis, a contract to replace obsolete BINLOOP cards within the Battle Stations 21 training system under authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Alcorn McBride is the only source that can provide the above supplies or services and no other supplies or services will satisfy the program's requirements. Battle Stations 21 is a shipboard mock-up training system through which every Navy recruit must participate in and successfully pass to graduate from boot camp. The training system's installed custom command and control software was developed for compatibility with the Alcorn McBride Binloop Server. Command and control requirements for replacement hardware from another manufacturer will not be compatible with the current control software, resulting in system failure. These systems provide the sound effects and communications throughout the Battle Stations 21 training system at Recruit Training Command, Great Lakes, IL. The anticipated value for this contract is $113,000. The BINLOOP cards are comprised of Alcorn McBride reproducer cards, or digital playback modules, which are housed in six (6) Alcorn McBride BINLOOP Audio/Video servers. Each of these reproducer cards holds a compact flash card, which contains audio and/or video files that are utilized throughout Battle Stations 21. A total of six (6) BINLOOP cards is needed, because each of the BINLOOP servers contains 16 Reproducer cards (P/N REPRO2V), for a total of 96 Reproducer cards in use. Each of these server systems requires a separate 32 channel CobraNet Output Card, which provides the interface enabling the system to work properly, therefore six (6) of these cards are needed. Additionally, eleven (11) Reproducer cards will be purchased as spares. This replacement effort must address the entire card package as the original equipment has become obsolete. The installed proprietary custom command and control software prevents the use of another vendor. This synopsis is not a request for competitive proposals. It is a notice that outlines the Government's intent to contract on a sole source basis with Alcorn McBride. However, sources may identify their interest and capability to respond to the requirements. Any response to this notice must show clear and convincing evidence that competition would satisfy the Government's requirement. In doing so, interested sources must submit detailed technical capabilities and any other information that demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to Ms. Regina Jackson (madeline.jackson@navy.mil) in an electronic format that is compatible with Word 2007, no later than 2:00 pm EST, 1 September 2010. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than THREE (3) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available. If no affirmative written response is received, the Contract for the BINLOOP cards replacement will be awarded without further notice prior to award.
