Description
The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) intends to award a One (1) year firm-fixed-price (FFP) contract with two (2) 12-month options, to Veterans Enterprise Technology Solutions, Inc, 2057 Woodford Road Suite 200, Vienna, Virginia 22182, for program support and coordination and financial analysis and reporting, including OMB 300 reporting under the authority of 38 U.S.C. 8127(c), Veterans First Contracting Program. Contracts awarded using this authority are supported by written justifications as required by Federal Acquisition Regulation (FAR) 6.302-5, "Authorized or required by statute". Office of Telehealth Services (OTS) has multiple Telehealth projects that support the clinical care of veterans. The Telehealth Program office has a requirement for a contractor to provide vital information technology and expert services for the support and daily operation of the Telehealth Program Management Office (PMO). The Telehealth PMO supports a highly visible and mission critical initiative that requires the creation of a system to help provide remote clinical support using a variety of mechanisms and technologies. The Telehealth PMO requires technical expertise and services to enhance the capabilities and outcomes of the Telehealth PMO's overarching Integrated Product Team (IPT), working-level IPTs (WIPTs), and other mission-essential organizational meetings. The desired outcomes of the overall project include accurate Office of Management and Budget (OMB) 300 reporting, strong contributions to the capacity planning/management efforts and to the performance measurement plans/measurement efforts. Contractor performance will be measured in terms of timely performance of tasks and the level of quality being provided by the contractor. All performance parameters are specifically related to the need to more effectively and efficiently meet OIT's mission. Deliverables are to be FOB Destination with Inspection/Acceptance at Destination. The NAICS Code for this procurement is 541519 with the corresponding small business size standard of $25,000,000. The solicitation number assigned to this effort is VA118-10-RQ-0755 and will be issued on or about September 1, 2010. An award date no later than September 30, 2010 is desired.
