Description
The Federal Aviation Administration (FAA) at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma, contemplates the acquisition of a new Antenna Drive System (ADS) that is to be installed at Federal Aviation Administration (FAA) Long Range Radar (LRR) sites in conjunction with the Common Air Route Surveillance Radar (CARSR) modification. Under this contract, parts for the fabrication of ADS units will be procured. The various units will then be assembled and wired according to the Government fabrication drawings provided. These units will then be tested in accordance with Government furnished test plans, crated in accordance with Government furnished packaging, handling, storage, and transportation instructions. These ADS systems will be built in accordance with the FAA's Statement of Work and drawing package. As the drawing package is too large to attach herein, please submit a request for a CD containing the Statement of Work and drawing package to the Contracting Officer, Connie Houpt, at Connie.M.Houpt@faa.gov by 1:00 p.m. CST, September 6, 2010. The request must reference SIR/RFO No. DTFAAC-10-R-04659, and contain a complete shipping address as well as the name and phone number of a point-of-contact. THE SOW INCLUDED AS AN ATTACHMENT TO THIS ANNOUNCEMENT IS A DRAFT VERSION. THE SOW THAT WILL BE PROVIDED VIA CD WILL BE THE "OFFICIAL" VERSION. THE DRAFT SOW PROVIDED HEREIN IS INTENDED ONLY TO PROVIDE ADVANCE DETAIL AS TO THE SCOPE OF THE REQUIREMENT. It is anticipated that an Indefinite-Delivery/Requirements type contract with firm-fixed-pricing arrangements will be awarded as a result of this solicitation. The contract will consist of one 1-year base period, plus two 1-year option periods. A technical, as well as cost, evaluation will be conducted to determine "Best Value" to the FAA. A description of the technical submittal and subsequent evaluation can be found in Sections L and M of the Screening Information Request/Request for Offer (SIR/RFO). This requirement is available for full-and-open competition. The North American Industry Classification System (NAICS) code is 238330. All large businesses submitting a proposal in response to this SIR/RFO must also provide a Subcontracting Plan (Reference SIR/RFO Section L, Provision L.8) for the requirement. ANY QUESTIONS REGARDING THIS SIR/RFO AND SOW/DRAWINGS MUST BE RECEIVED PRIOR TO SEPTEMBER 17, 2010 FOR ANSWERS TO BE PROVIDED BEFORE THE PROPOSALS ARE DUE. Contractors must be registered with the Central Contractor Registration, www.ccr.gov on the date established for receipt of offers, September 28, 2010. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." In addition, all contractors shall complete and return the attached Business Declaration Form with their proposals. The form is provided as a separate document under this announcement. Technical, as well as cost, proposals must be received by the FAA, Customer Service Desk (AMQ-100), 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, no later than 2:00 p.m. CST, September 28, 2010. Hand-carried proposals (or proposals sent by overnight delivery) shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: SIR/RFO No. DTFAAC-10-R-04659; due 2:00 p.m. CST, September 28, 2010. ELECTRONIC OFFERORS ARE NOT AUTHORIZED. All deliveries; e.g. hand-delivery, overnight, etc., will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. 10:00 a.m. delivery to the MMAC Screening Facility does not guarantee 2:00 p.m. delivery to the AMQ Customer Service Desk. Any responses received after 2:00 p.m. CST, September 28, 2010, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined ineligible. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
