- NASA/GSFC has a requirement for a theoretical and experimental study ofoptimization of specific Planex external cavity laser (ECL) sub-components and specificPlanex ECL cavity conditions to reduce frequency noise above 100 Hz, with a goal of afactor of 10-100.NASA/GSFC intends to purchase the services from Redfern Integrated Optics (RIO, Inc.)pursuant to FAR 13.106, for the acquisition of supplies or services determined to bereasonably available from only one source. The ECL design is proprietary to RIO, IncThe Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 2:30PM EST on datelisted above. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.The installation Ombudsman is Nancy Abell, Code 100, 301.286.5867.
