- NAICS Code: 334516 NAICS Code: 334516 The United States Environmental Protection Agency National Air and Radiation Laboratory, intends to issue a sole source purchase order to Advanced Measurement Technology Incorporated, under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and FAR Part 12, Acquisition of Commercial Items. The required items are hardware components of a highly specialized analytical system that also included proprietary software that both controls the hardware components, and analyzes raw data generated by the hardware components. The current analytical system, including one eight-chamber detector assembly and supporting software, was acquired in 2002 with full and open competition. In 2006, a second eight-chamber detector assembly was procured also using full and open competition. In 2008, a third detector assembly was procured using full and open competition procedures, and a fourth unit was transferred to the National Air and Radiation Environmental Laboratory from another government facility as surplus equipment, and three additional new assemblies were purchased. All of the current detector assemblies were manufactured by Advanced Measurement Technology Incorporated and can only be operated by Advanced Measurement Technology Incorporated. The justification is as follows: only Advanced Measurement Technology Incorporated has the factory trained, approved and experienced service engineers to operate the eight-chamber, alpha spectroscopy detector and assembly. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within fifteen (15) calendar days of the closing date of this announcement, will be considered.
