Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Science (DCCPS), Surveillance Research Program (SRF), Data Modeling Branch (DMB) plans to procure on a sole source basis with Instituto Superiore di Sanita, Viale Regina Elena 299, 00161 Rome, Italy for services regarding Estimating Cancer Prevalence at County Level in the US: An Ecological Regression Approach. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541990 and the business size standard is $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be for twelve months from date of award. Cancer prevalence is an important statistic for the purposes of health planning, allocation of resources and for the survivorship community. Most of these activities are performed at more local level than state or national. Several groups are interested in obtaining prevalence statistics at more local level. Recently, the NCI has received a request for local cancer statics data including prevalence data, to populate an online system (OziomaOnline) that would be used by journalists and media relations officers to produce locally relevant cancer information. In order to estimate breast cancer prevalence at state level the NCI has used the MIAMOD method. This method estimates prevalence using a back-calculation method and cancer mortality and survival data. However, the application of this method to smaller areas than state is not possible for two main reasons. The first is that cancer mortality data at smaller areas might be too sparse to allow modeling. The second is that the MIAMOD method requires careful and extensive modeling of cancer survival and cancer mortality data for each area separately. Although this task has been carried out for breast cancer and all cancer sites combined it proved to be much more intensive and resource consuming than previously anticipated and would be unfeasible for a large number of counties. The objective of this contract, therefore, is to investigate an alternative method, ecological regression models, to estimate prevalence in areas with missing cancer prevalence. Estimation of cancer prevalence at the county level will help to evaluate the accuracy of the projection method in estimating national estimates of cancer prevalence. Under this requirement, the contractor will (a) use an ecological regression model of cancer prevalence on socio-economic, cancer incidence, cancer mortality and health-related variables in order to evaluate variability of cancer prevalence statistics and its association with variables at the ecological level, and (b) evaluate accuracy of the method that projects SEER cancer prevalence proportions to the US population to obtain national prevalence estimates. The Instituto Superiore di Sanita is uniquely qualified to perform the work outlined in this contract. Dr. Roberta De Angelis, with the Instituto Superiore di Sanita is a senior researcher in the Surveillance Indexes Branch at the Department of Epidemiology and Biostatistics within the Instituto Superiore di Sanita, Rome, Italy. Dr Roberta De Angelis and her colleagues from the Instituto Superiore di Sanita are the world experts in the development of methods and application of cancer prevalence statistics. The proposed contractor has developed the completeness index method, used by all the cancer registries throughout the world to estimate complete prevalence. In addition, the Contractor has also developed the MIAMOD/PIAMOD method that estimates prevalence for areas, such as states, that are not covered by cancer registration. Thus, the relevant literature on prevalence methods only includes publications of which Dr. Roberta De Angelis and her colleagues at the Instituto Superiore di Sanita, have authored. In addition, the Instituto Superiore di Sanita has over 20 years of experience in research of prevalence methods and no other source equals them in the depth of knowledge and expertise in this area. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on September 9, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
