- This project is guard rail installation on the new North Fork Bridge of the Cascade River Road, including replacement of galvanized vehicle guardrails with A588 weathering steel thrie-beams, extending rail posts and installing "w" type approach guardrail with posts on both sides of the bridge to meet current AASHTO standards, installing transition rails, and installing approach and departure tangent terminals at each bridge end. All work will be performed under a single Firm-Fixed Price construction contract subject to the Davis-Bacon Act and pursuant to the Small Business Competitiveness Demonstration Program. In accordance with FAR 36.204, the estimated magnitude of this construction project is under $25,000. Work will start in late September, 2010, with plans to finish before snow closes the road. PROJECT LOCATION: The project is located at milepost 20.5 of the Cascade River Road in North Cascade National Park Service Complex. This site is approximately 70 miles east of the I-5 corridor, Sedro-Woolley exit. Maps and information about the park is at www.nps.gov/noca. The area is open to the public at all times. There are no plans for a formal site visit, but we encourage all offerors to view the site prior to submitting a quote. SOLICITATION DETAILS: This is a best value procurement set-aside for emerging small businesses. The NAICS code for this project is 237310 and the emerging small business size standard is $16.75 million, average annual gross receipts for the past three years. Payment protection will be required if the award exceeds $30,000. All offerors must establish and/or maintain an active registration at http://www.ccr.gov and complete the online representations and certifications at https://orca.bpn.gov prior to the RFQ closing date. The electronic Request for Quotations will be available on approximately August 27, 2010, at www.fbo.gov and http://ideasec.nbc.gov. Offerors wishing to receive electronic notification of changes will need to register to receive notification for this specific solicitation at http://ideasec.nbc.gov.
