Submissions shall be in accordance with the attached information at the place and time specified. POSITION DESCRIPTION: POSITION TITLE: EXECUTIVE OFFICER/DLI COORDINATOR- USAID/JAMAICA This position requires a contractor with excellent skills in management and implementation. It is also crucial that the incumbent possesses an excellent ability to work with other organizations and contractors. An ability to preserve staff morale and performance under rapidly changing conditions is absolutely essential. Within an ICAST framework, the Executive Officer/DLI Coordinator (EXO/DLIC) directs the management services and logistics support operations of USAID, as well as coordinates the functions and activities of the DLI staff. NATURE AND SCOPE OF WORK In accordance with AID policy (See AID Handbook 23, Chapter 1) the Executive Officer/DLI coordinator serves as the principal advisor to the Mission Director and mission staff. She/he will work within Embassy ICAST and have the responsibility of providing leadership, advice and staff support in the administrative management. Functional areas include: management analysis; office services management; budget planning, formulation and control; procurement of commodities, services supplies equipment and facilities; property and supply management; personnel management and services; housing; transportation; equipment and maintenance services; and participant training; and communication resources. The Executive Officer/DLIC is the focal point and is responsible for insuring that adequate management and logistical support is provided for all mission administrative and program operations and related PASA and contract activities. USAID/Jamaica now has three junior officers and two more are expected by the end of 2010. Others may be recruited in 2011-2012. With at least five young professionals in on-the-job training at USAID/Jamaica, Mission management deems it important to have the services of a part-time DLI Coordinator whose role will be to: oversee their training and mentoring program, ensure that training plans are developed, taking advantage of regional training opportunities, implement an effective mentorship program, ensure that office space, housing and logistical requirements are met to provide a supportive work environment, and make certain that all other logistical and training needs are met. The Coordinator will also play an important role as the DLI Junior Officer counselor - the in-house expert designated to provide guidance on training and mentoring to first tour officers. REPRESENTATIVE DUTIES (EXO Functions) 1. Plans, directs, and administers the management program of the mission. Supervises the Executive Office staff including Information Management and the Communications and Records (C&R) unit, and directs the management planning and service activities within the mission's management and administrative complex. 2. Develops, interprets and assures implementation of administrative management policies, regulations and procedures and maintains a constant awareness of and assures compliance with cooperating country statutory or regulatory requirements affecting administrative management services of the mission or its employees. 3. Establishes effective working relationships with the cooperating government, its business community, and with other U.S. Government, voluntary agencies, other institutions and contractors operating within the cooperating country. 4. As a senior staff officer, participates in the formulation of mission management policies on program planning, development, implementation and evaluation. Reviews mission development assistance projects for their management support requirements and in collaboration with appropriate mission officials, develops manpower and logistical support requirements with budgetary limitations. 5. May have delegated responsibility from the Mission Director to exercise contract authority for entering into contracts to purchase, goods, services, supplies, facilities and equipment. 6. Develops and prescribes appropriate internal mission management systems and policies. Plans and directs continuous evaluation of the organization, staffing and services of the mission to insure maximum utilization of material and human resources. 7. Plans and directs the personnel management program for American and local national employees. Advise on manpower development, employee relations. And employee services. Participates with U.S. Embassy, and other U.S. agencies in local wage surveys and other joint personnel policies and operations. 8. Analyzes mission management requirements and develops administrative and technical support budgets. Direct the administration of current support budgets, insuring prompt obligation of established object funding. 9. Represents the mission in developing and administering support agreements and budgets with the Embassy, assuring that the mission receives the type and levels of support for which reimbursement is made. Periodically requests audits by the mission Controller of administrative support services and charges. 10. Provides overall support and monitoring of the Embassy ICAST general services functions which include leasing and maintenance of housing and office space; warehousing, personal property acquisition, accountability, disposition, and disposal of expendable and non-expendable supplies, automotive and office equipment, etc.; and develops standards for issuing and controlling USAID personal property. Works with Embassy ICAST staff on repair and maintenance of equipment; motor pool and automotive maintenance; procurement of administrative supplies; negotiation of leases; contracts for structural modifications and changes and, as required, the construction of needed facilities, including their plans, specifications, designs, cost estimates, justifications, and cooperating government approvals. 11. Administers the security program under the guidance of the U.S. Embassy Security Officer and serves as unit Security Officer for USAID. 12. Advises and assists the cooperating government on management problems, especially on matters affecting cooperating government/mission programs and relationships. 13. Advises and develops programs and activities concerned with employee services such as fitness center, social and recreational activities, credit unions, etc. 14. Supervises the development of an operating expense budget in coordination with financial staff and Controller in the DR. 15. Develops and prescribes appropriate internal management systems and policies. 16. Interprets AID/W management regulations, and directs their application to facilitate the provision to the Mission of total management support. 17. Plans and directs the continuous evaluation of Mission organization, staffing and services to ensure effective maximum utilization of material and human resources. 18. Establishes and maintains a directive system for internal issuance of policies, procedures, and notices to Mission personnel. 19. Plans and directs the personnel management of the Mission for both American and foreign national employees taking into consideration manpower development requirements. 20. Assumes leadership in planning and conducting staff development activities, including training and awards program. 21. Advises on and develops programs and activities concerned with employee services such as CLO, fitness center, health room privileges, etc. 22. Plans and directs the Mission's NXP and expendable property acquisition, accountability, and disposition programs, and develops standards for issuing and controlling the personal property of the Mission. 23. Represents the Mission in the Development and administration of the Embassy's ICAST, and any other support agreement or budgets which impact on the Mission. 24. Monitors the type and level of services and assessed charges for services rendered under support agreements. 25. Responsible for administering the Mission security program under the guidance of the Regional Security Officer. EXO serves as unit security officer for the Mission. Advise on Travel, Awards, Training, Classification and all personnel matters. DLI Coordinator Functions: 1. Facilitate the preparation of the DLI junior officer Memoranda of Understanding for all assignments to post. 2. Oversee the submission of all NSDD 38 clearances and approvals, in consultation with the R/EXO, the USAID Front Office, and the Post Management Officer. Plan and carry out a DLI orientation for all new DLIs coming to the office---including basic information related to payroll, WebTA, etc.-in coordination with USAID staff. 3. Identify and make ready office and residential accommodations coordinating with the U.S. embassy on residential space. 4. Develop and oversee logistics related to assignments, working with the Embassy to determine necessary procurement of office furnishings, computer equipment and peripherals, installation hardware, etc. 5. Oversee all facets of DLI training and rotations. 6. Work in conjunction with DLI and his/her supervisor to develop the DLI's Individual Development Plan (IDP). 7. Oversee documentation and record keeping related to DLI Individual Development Plans (IDPs) -updated in light of training taken, training scheduled, and new opportunities, in coordination with the Mission's supervisor and the DLI junior officer. 8. Develop training tracking plans and matrices, feedback sheets and evaluation forms to ensure that DLI rotations are productive for the junior officer, that the rotation supervisor has an opportunity to provide input to the official DLI supervisor and that the DLI junior officer will have an opportunity to provide feedback on the efficacy of the assigned rotation. 9. Maintain close contact with technical and support offices to identify opportunities for DLIs to fully maximize their rotations. While developing a rotation schedule is the responsibility of each DLI, the Coordinator will provide critical guidance and support to all DLIs as they develop their individual rotation schedule. 10. The DLI Coordinator will also play a key role in developing and maintaining a strong mentoring program at the USAID/Jamaica Mission. 11. Provide guidance for mentoring including information on selecting mentors, the roles of mentor and protégé, beginning and ending a mentoring relationship, and setting and achieving goals for a productive mentor-protégé relationship. 12. Work with USAID/Jamaica staff to provide advice and guidance on becoming effective mentors. 13. Track the DLI mentor-protégé relationships, meeting with them at least once each quarter to track progress, analyze problems or provide corrective solutions, if necessary, to improve the mentoring relationship. 14. Serve as a sounding board to listen to DLI junior officer issues. 15. Provide advice and guidance to first tour officers regarding their roles as subordinates in the office: working with an office chief, working with local staff, etc. 16. Make recommendations to improve training rotations to Office Chiefs, and to the Front Office. 17. Prepare reports documenting all programming and other activities for performance reports. QUALIFICATIONS Education A bachelor's degree in business administration or relevant management experience is required. EXPERIENCE At least 7-10 years progressively responsible government administration experience with USAID. Proven ability to work independently with minimal supervision or guidance is required. Strong interpersonal skills enabling him/her to establish and maintain strong contacts with counterparts both inside and outside of USAID, and to work collaboratively with USAID customers. Demonstrated excellence in oral and written communication, including the ability to obtain, evaluate, and interpret reports, and to effectively communicate USAID's mission to the public. Demonstrated proficiency in USAID programming policies, regulations, budgets, methodologies, and documentation. PERIOD OF SERVICE The target start date for this position is September 2010. Within 3 days after written notice from the Contracting Officer that all clearances have been received or, unless another date is specified by the Contracting Officer in writing, the Contractor shall proceed to Jamaica to perform the above services. The Contractor's period of services is expected to be for two years. SELECTION CRITERIA (100 POINTS TOTAL) Applicants will be evaluated on the extent and quality of their education, experience, language and work skills, and professional presentation as they relate to this position against the following criteria: 1.
