- Description
- This contract action was accomplished using other than competitive procedures because there is an unusual and compelling urgency and a delay in award would result in serious injury, financial or other, to the Government (FAR 6.302-2). See posted J&A for further information. This award is being made for the rewind of Sub-Station #3 located at Fort Riley, Kansas. The sub-station was damaged by a severe weather storm on August 13th causing the failure of the entire sub-station. Electrical needs from the effected sub-station were re-routed to Sub-Stations #1 and #11. Current loads on those two stations are currently running at peak load. IAW with FAR 6.302-2 Unusual and Compelling Urgency, this award was not solicited due to the lead time for the repair work to be completed. This sub-station must be brought back online prior to the anticipated increase in electrical loads due to anticipated colder weather. Stations #1 and #11 will not be able to carry the additional load anticipated. Sub-Station must be back online prior to December 10th as scheduled and negotiated with the vendor.
