This action is set aside for small business: Solicitation# N00421-10-T-0368 is a request for quote: Performance Based Statement of Work For U. S. Naval Test Pilot School QUALITATIVE EVALUATION 1.0 Introduction: The U. S. Naval Test Pilot School (USNTPS) is acquiring flight demonstration hours in support of its Qualitative Evaluation flight exercise. 2.0 Scope: The contractor shall provide up to 12 hours of flight training and 2 hours of ground time in the MD 520N and MD 600N aircraft. 3.0 Period of Performance. The period of performance for this flight evaluation is 20-22 September 2010. 4.0 Performance Requirements. During the flights, the flying qualities, performance characteristics and onboard systems will be evaluated throughout the aircraft operating envelope. The contractor or contractor-approved pilot-in-command (hereafter referred to as the Safety Pilot) shall be in the airplane for all flights and shall act as the pilot-in-command. The Safety Pilot will occupy the copilot seat unless flying with a non-rated pilot. Contractor support services shall include: 4.1. A thorough, 1-hour briefing for all USNTPS personnel covering aircraft systems, limitations, and procedures. 4.2. A contractor provided Safety Pilot to act as the pilot-in-command for all flights. 4.2.1. Records of Safety Pilot to be furnished to Test Pilot School DTII Program Manager. 4.3. Maintenance, oil, special equipment, and any other support services associated with the operation of the aircraft. 4.4. Any flight gear specific to the aircraft type. 4.5. Fully operational MD 520N and MD 600N aircraft. 4.5.1. The provided helicopter must meet applicable FAA standards for the appropriate category and class. 4.6. Ground Time totaling up to 2 hours in the MD600N aircraft and demonstration flight(s) totaling approximately 12 hours in the MD600N aircraft. 5.0 In addition to all applicable Federal Aviation Regulations, the minimum qualifications for the contractor furnished Safety Pilot are: 5.1. A minimum of 50 hours total time in model, with not less than 5 hours in model within the previous 60 days. 5.2. Not less than 500 hours total time. 5.3. Must have a current FAA commercial license (CFI desired) with current medical qualifications and required aircraft certifications. 5.4. If the Safety Pilot has not previously flown with USNTPS, an initial Safety Pilot qualification flight and familiarization will be completed prior to student flights. 6.0 USNTPS will pay the "wet" flight hour rate for actual flight time. Actual flight time for reporting purposes is defined in OPNAVINST 3710.7 Series. The rate includes all costs for the contractor safety pilot, airplane usage and maintenance, and fuel. 7.0 The contractor maintains liability for any damage or loss of the aircraft and third party liability. 8.0 Standards of Quality and Timeliness See Paragraph #4 4.1 - Performance Objective: Flight Briefing Performance Standard: Thorough 1 hr briefing covering aircraft systems limitations, and procedures. Acceptable Quality Level: Thorough briefing provided to USNTPS staff instructors prior to flight demonstration. Method of Surveillance: Government Observation & Analysis 4.2- Performance Objective: Safety Pilot provided to act as Pilot-in Command. Performance Standard:Safety Pilot must meet minimum qualifications as specified in Paragraph 5.0. Acceptable Quality Level:Safety Pilot meets 100% of requirements. Method of Surveillance: Government Observation & Analysis of applicable documents. 4.3- Performance Objective: Maintenance, fuel, oil, special equipment, and other support services. Performance Standard: All services required to maintain aircraft to execute the flight demonstrations. Acceptable Quality Level:100% of services provided. Method of Surveillance: Government Observation & Analysis 4.4-Performance Objective: Provide any flight gear specific to the aircraft type. Performance Standard: All required flight gear provided. Acceptable Quality Level: 100% of gear provided,. Method of Surveillance: Government Observation & Analysis. 4.5-Performance Objective: Fully Operational MD 600N and MD 520N Aircraft. Performance Standard:Provided airplanes must meet applicable FAA standards for the appropriate category and class. Acceptable Quality Level: Airplane meets 100% of applicable FAA standards. Method of Surveillance: Governmnt Observation & Analysis. 4.6-Performance Objective: Ground time and demonstration flight hours. Performance Standard: Provide approx. 12 demonstration flight hours and 2 hours of ground time to USNTPS students and staff instructors. Acceptable Quality Level: Ground and Flight hours provided. Method of Surveillance: Government Observation & Analysis.
