Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 Streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 6. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43. 7. This action is being set aside for small business participation. 8. FAR 52.232-18 -- Availability of Funds (Apr 1984)Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. 9. Specifications: Successful offeror will provide all equipment, supplies, transportation, and cleaning to provide portable toilet rental within the Gettysburg National Military Battlefield(GNMP), Gettysburg, PA 17325. Pricing provided should be all inclusive for placing, anchoring, removing, pumping, cleaning, and providing supplies for each unit. All units shall always have hand sanitizer, toilet paper, and deodorizer supplied by the offeror. Units shall be anchored to prevent them from being blown over; however, should the units blow over due to high winds, the offeror will place the units upright and clean them at no extra cost. Supplies can be exhausted quickly with large amounts of supplies being needed in the units based on visitation to the site. May through October have been peak visitation months; however, that could change or fluctuate throughout the year. The successful offeror will be responsible to meet these needs for no additional cost to the National Park Service. The preferred day for cleaning the units once-a-week is Friday.The preferred days for cleaning the units twice-a-week are Monday and Friday.Offerors are requested to meet cleaning days defined. Deviation from the preferred day(s) of cleaning must be annotated for consideration by the National Park Service when submitting a quote. Units are to be in place with service to begin on October 1, 2010. Invoicing will be monthly, paid 30 days in arrears. The rental period is from October 1, 2010 thru November 8, 2010 and March 27, 2011 thru September 2011, base year. All units will be removed from GNMP no later than November 12, 2010 and returned in late March of the following year. Exact dates for rental for all units will be furnished to the successful contractor on an annual basis. Option year one and two will have similar performance periods with slight adjustment to the dates.
