REOVERY ACT ACTION - Amendment 1 is to add the Recovery Act information and that this for informational purposes only. It is the intent of the the National Institutes of Health (NIH) to award a BPA strategic sourcing to one of three companies: Digital Management - BPA #200900336B NET Esolutions - BPA #201000099B Portfolio Management Consulting - BPA# 200900179B RECOVERY ACT ACTION THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE NIH OFFICE OF THE DIRECTOR, THE OFFICE SCIENCE POLICY ANALYSIS (OSPA). In accordance with FAR Part 5.7 Publicizing Requirements Under the American Recovery and Reinvestment Act (ARRA) this is a notification of a modification to an existing, competitively awarded fixed priced delivery order using American Recovery and Reinvestment Act funding. The contract is for IT Professional Project Support Services and was previously competed and awarded in accordance with Federal Acquisition Regulations (FAR), Part 8.402 Federal Supply Schedules. It is the intent of the National Institutes of Health (NIH) to award a BPA to one of three companies to develop reports on the scientific outcomes resulting from research grants funded with ARRA dollars. The following companies are: Digital Management - BPA #200900336B NET Esolutions - BPA #201000099B Portfolio Management Consulting - BPA# 200900179B Background: The NIH Office of the Director awarded the Office of Science Policy Analysis (OSPA), funds to be used to develop reports on the scientific outcomes resulting from research grants funded with ARRA dollars. The OSPA was awarded these funds because, having been given over $10 billion in ARRA funds, it is critical that NIH document not only the immediate effects such as job creation but also the effects of these funds on the Nation's health in the form of the specific scientific research results obtained by ARRA-funded grantees. These research results will be realized by the eventual publication of such results in peer-reviewed scientific journals following the completion of the work proposed by the grantee, the preparation of the manuscript describing the work and the acceptance of the manuscript by the scientific journal. Importantly, the ARRA grants, which were awarded in FY2009 and FY2010 will take several years to produce results that are published in peer-reviewed scientific journals as described above. Technical Requirements: The contractor shall develop and maintain a website/database populated with up to 300 reports (2-4 pages each) on the results of ARRA-funded research in specific topic areas and/or diseases that will be designated by NIH. The final website/database shall have the following designs/capabilities: 1) Designed so that it is publicly accessible through the NIH RePORT website. The contractor shall provide the capability to print reports in an attractive format by the general public and other groups interested in the results of ARRA-funded research reports; 2) Reports can be loaded onto the site and extensively edited and checked for accuracy before the site is made public; 3) Designed so it can be updated periodically as new research advances are published. 4) Designed so that it is compatible and interlinked with existing NIH databases (e.g., PubMed Central, iEdison, RePORTER) and websites such as the "NIH the ARRA," currently accessible from the NIH home page and various web pages maintained by the ICs such as those providing information and data on diseases and conditions. Deliverable: 1) Searchable database/website within the NIH RePORT site that is populated with up to 300 reports - May 2011 2) Updated database with new results reports - September 2011 3) Updated database with new results reports - December 2011 4) Updated database with new results reports - March 2012 5) Updated database with new results reports - June 2012 6) Updated database with new results reports - September 2012 Period of Performance: September 2010 - September 2012. ELECTRONIC AND INFORMATION TECHNOLOGY ACCESSIBILITY (January 2008): Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) products and services developed, acquired, maintained, and/or used under this contract/order must comply with the "Electronic and Information Technology Accessibility Provisions" set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the "Access Board") in 36 CFR part 1194. Information about Section 508 provisions is available at http://www.section508.gov/. The complete text of Section 508 Final provisions can be accessed at http://www.access-board.gov/sec508/provisions.htm. The Section 508 standards applicable to this contract/order are identified in the below: Subpart A - General 1194.1 Purpose. 1194.2 Application. 1194.3 General exceptions. 1194.4 Definitions. 1194.5 Equivalent facilitation. Subpart B - Technical Standards 1194.21 Software applications and operating systems. 1194.22 Web-based intranet and internet information and applications. 1194.23 Telecommunications products. 1194.24 Video and multimedia products. 1194.25 Self contained, closed products. 1194.26 Desktop and portable computers. Subpart C - Functional Performance Criteria 1194.31 Functional performance criteria. Subpart D - Information, Documentation, and Support 1194.41 Information, documentation, and support. Authority: 29 U.S.C. 794d. The contractor must provide a written Section 508 conformance certification due at the end of each order/contract exceeding $100,000 when the order/contract duration is one year or less. If it is determined by the Government that EIT products and services provided by the Contractor do not conform to the described accessibility in the Product Assessment Template, remediation of the products and/or services to the level of conformance specified in the vendor's Product Assessment Template will be the responsibility of the Contractor at its own expense. In the event of a modification(s) to the contract/order, which adds new EIT products and services or revised the type of, or specifications for, products and services the Contractor is to provide, including EIT deliverables such as electronic documents and reports, the Contracting Officer may require that the contractor submit a completed HHS Section 508 Product Assessment Template to assist the Government in determining that the EIT products and services support Section 508 accessibility requirements.
