Description
Contractor-Owned, Contractor-Operated (COCO) Fuel Storage Facilities and Service is required to receive, store, protect and ship a total two grades of US Government-owned petroleum product, F76 (marine diesel) and JP5 (aviation turbine fuel), from a location in the Far East for a five-year period with the services to commence 24 months, or sooner, from the date of contract award and one five-year option to extend services. This services requirement is for a marine terminal to receive, store, maintain quality, provide injection services as required and issue bulk JP-5 and F-76 in the Far-East from pier(s) to various size vessels by hose reel, marine hose and/or marine loading arms. A maximum of 1,325000,000 barrels (shell capacity) of F-76 and 530,000 barrels (shell capacity) of JP5 storage is required. All storage is requested at a single port; however, multiple locations with minimum storage amounts of 400,000 barrels of F-76 and 300,000 barrels of JP-5 per location will be considered acceptable. Revision of quantity of STORAGE REQUIREMENT and ESTIMATED THROUGHPUT: AREA OF CONSIDERATION: The Far East area. The Far-East area is defined as an area North to Japan, South to Singapore, East to the Northern Marianas and West to Thailand, excluding Guam. Offered locations in the Republic of the Philippines are restricted to the Subic Bay area. GRADE OF PRODUCT: F76 (marine diesel) and JP5 (aviation turbine fuel). STORAGE REQUIREMENT: A maximum of 3,000,000 barrels capacity (shell capacity), 1,800,000 of F76 and 1,200,000 barrels JP5, of storage is required with a minimum of two (2) tanks interconnected and isolated from other facilities and product handled within the tank farm is desired for each product stored. ESTIMATED THROUGHPUT: Estimated throughput for this requirement is approximately 1,325,000 barrels of F-76 and 530,000 barrels of JP-5 per calendar year excluding initial fill and final shipment. This procurement will be unrestricted. The solicitation will be published electronically on both the Fed Biz Opps website and the DESC-FP solicitation download website. http://www.desc.dla.mil. Solicitation will not be posted to either website until approximately the end of October 2010. Questions should be emailed to the email addresses within this announcement. A lowest priced technically acceptable Source Selection procedure will be used in this procurement. All responsible sources may submit a proposal which shall be considered.
