- This procurement will be restricted to Melanie Upson Rafferty DBA Cortel Improvements Systems, 34275 NYS RTE 126, Carthage, NY 13619-3315 for on-site, custom-designed, leadership training. Awarding to Cortel Improvement Systems is necessary due to there being a transition period where the Government is restructuring their requirement for this program. It will be beneficiary to maintain a level of continuity utilizing the current contractor. Therefore, no solicitation will be issued.
