Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IAW FAR 6.303(a)(1-12): 1.Identification of the Agency and the Contracting Activity: Department of Veterans Affairs Great Lakes Acquisition Center 5000 W National Avenue, Bldg 5 Milwaukee WI 53295 2.Nature and/or description of the action being approved: Justification and approval for other than full and open competition for the acquisition of an IDIQ construction contract to provide general construction services for various small-scale projects at the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin. 3.A description of supplies/services required: Furnish all labor, material, equipment and qualified supervision to complete various small-scale (less than $500,000) construction projects at the medical center. 4.Statutory authority permitting other than full and open competition: Public Law 109-461 and FAR 6.302-5, Authorized or Required by Statute. 5.Facilities Unique Qualifications: None 6.Efforts made to ensure that offers are solicited from as many potential sources as is practicable: Not Applicable. 7.Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: The anticipated award price of the contract between $250,000 and $500,000 will exceed the simplified acquisition threshold (as defined in section 4 of the Office of federal Procurement Policy Act (41 U.S.C. 403); and in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price that offers the best value to the United States. 8.Market survey conducted: The concern AH West, LLC is a Service Disabled Veteran Owned Small Business registered in the Vendor Information Pages (VIP) database, available at www.VetBiz.gov. A review of AH West, LLC; capability/profile information revealed that they have the experience, expertise and bonding level to perform the scope of work outlined in this project. AH West, LLC is determined to be a responsible source with respect to performance of such contract opportunity. AH West, LLC meets the requirements under Public Law 109-461, which gives the contracting officer authority to sole-source procurements to SDVOSB contractors. 9.Other facts: Prior experience with VA IDIQ contracting. 10.Other sources expressing an interest (in writing): Not Applicable at this time. 11.Actions to remove or overcome any barriers to competition: Not Applicable at this time. 12.Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief. //S// Rich Hedman Contract Specialist
