- Department of Veterans Affairs Memorandum Date:May 12, 2010 Subj:Sole Source Justification 1.VA Project Number 892CM3032 is for the Design and Construction of 6,000 Columbarium Niches at Ft. Rosecrans National Cemetery in San Diego California. This solicitation is being sole sourced in accordance with PL 109-461 to US Builders Group, Inc. 2.US Builders Group, Inc is uniquely qualified to provide the technical expertise for VA Project Number 892CM3032. The successful completion of this project is dependent on the Contractor's experience in building new columbarium niches reverse side of existing niches and the urgent nature of the project. US Builders is unique in their prior experience because of similar work at National Memorial Cemetery of the Pacific. Documents and Specifications for this project have to be prepared in a timely manner otherwise the cemetery will be forced to close in October 2010. 3.Project 892CM3032 is in an emergency because of an on going protest that will prevent Miramar National Cemetery from opening this year. Without a burial option in the San Diego area veterans will be forced to travel 95 miles to Riverside National Cemetery. 4.Sole Sourcing to a Service-Disabled Veteran-Owned Small Business (SDVOSB) is in the best interest of the Government because of the urgent and sensitive nature of the project. ___Dana W.
