- The Center for Disease Control and Prevention (CDC), Agency for Toxic Substances and Disease Registry (ATSDR), Division of Health Studies (DHS), intends to award a sole source contract to Community Blood Center of Greater Kansas City, 4040 Main Street, Kansas City, MO 64111. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 621991, Blood and Organ Banks. The purpose of this procurement is for the acquisition of blood specimens, and demographic and medical history data for 5,000 blood donors. This acquisition is also needed for the conduct of an epidemiologic study to measure the prevalence of monoclonal B-cell lymphocytosis (MBL) among blood donors. The estimated period of performance for this acquisition is 29 months from the date the order is placed. Community Blood Center of Greater Kansas City is the only organization that is capable of meeting the Government's requirement because they are the only blood center in the United States that has conducted a prevalence study of MBL among blood donors. The Community Blood Center also formed a study team with the Saint Luke's Hospital Flow Cytometry Laboratory and has conducted collaborative studies on blood donors for over 10 years. This study of MBL prevalence in blood donors resulted in poster presentations at the American Association of Blood Banks in 1999 and the American Society of Hematology in 2002. A final report of the study was published in the British Journal of Hematology in December 2007. No other blood center has published a study of MBL in blood donors. With this aforementioned knowledge, the Community Blood Center demonstrates full understanding of the importance regarding this study that will measure the prevalence of MBL among blood donors, using highly sensitive laboratory methods. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Community Blood Center of Greater Kansas City. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Sondra Page via email ONLY at SJPage1@cdc.gov with the solicitation number 2010-Q-12776 referenced in the subject line NO LATER THAN September 9th, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
