Description

Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG),Epidemiology & Biostatistics Program (EBP), plans to procure on a sole source basis the services of The Norwegian Institute of Public Health, P.O. Box 4404 Nydalen, N-0403 Oslo, Norway for Maternal, Gestational, and Neonatal Characteristics and the Transient Increase in Breast Cancer Risk Following Pregnancy. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for three months from date of award. The Epidemiology and Biostatistics Program has a primary involvement in research addressing hormonal factors pertinent to cancer. The EBP in the Division of Cancer Epidemiology and Genetics at NCI is pursuing a research program on the hormonal etiology of breast cancer including investigating the biological mechanisms that are hypothesized to mediate the effect of pregnancy on maternal breast cancer risk. Exposures that occur during pregnancy have important consequences for the subsequent breast cancer risk of the mother. Independently and not as an agent of the Government, the contractor shall conduct a study of maternal, gestational and neonatal factors and the transient increase in breast cancer following pregnancy. The contractor shall provide data for 464 women: 116 women with and 346 women without invasive breast cancer (cases) identified through linkage of the Norwegian Mother and Child (MoBa) cohort with the Norwegian Cancer Registry. The data shall include variables created from questionnaires administered to the women, variables from the medical birth registry and biological samples. The contractor shall supply the information required by DCEG to accomplish a study of maternal, gestational and neonatal factors and the transient increase in breast cancer risk following pregnancy. The Norwegian Institute of Public Health has access to a large cohort of pregnancies (approximately 100,000) with information on the factors necessary to conduct this study, as well as the ability to link the cohort to other national sources of medical information including the birth registry. In addition, they have biological samples that were collected in the beginning of pregnancy and postpartum, a requirement of this contract. The Norwegian Institute of Public Health has vast experience conducting studies using these data and can provide their expertise in the interpretation of the results of this study. These data, experience and expertise are essential to the success of this research initiative. The contractor is the only known source with access to these data and with the necessary background/experience and skills. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on September 8, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
