Inquiries regarding this synopsis and any resulting RFP should be directed in writing to the designated Primary Point of Contact listed above. Please submit all questions and responses by email. Pre-Solicitation Notice: This pre-solicitation notice is for notification purposes only. Do not submit any information in response to this pre-solicitation notice. Official questions will be taken after the solicitation has been posted on www.fedbizopps.gov website. If a Request For Proposal document is issued, all responsible sources may submit a proposal and all proposals submitted shall be considered. The Government is contemplating issuing a Request For Proposal (RFP) solicitation, with an anticipated release date of approximately September 7, 2010 and a closing date thirty (30) days after release of the RFP. The proposed contract period is anticipated to be four (4) years and seven (7) months comprised of a three (3) month transition period and a four (4) month base period and four (4) -twelve (12) month option periods. Description: The Department of the Treasury, Departmental Offices, Procurement Services Division (DO/PSD), is contemplating issuing a RFP for management of disposition of seized, forfeited, and/or blocked real property. Under any potential resultant contract, the prospective contractor would be required to provide property management and disposition services in support of the seizure and forfeiture program overseen by the Treasury Executive Office for Asset Forfeiture (TEOAF) and blocked real property in support of the Office of Foreign Assets Control (OFAC). More specifically, the prospective contractor would be required to provide for the pre-seizure analysis, secured custody, inventory management, protective maintenance, pre-sale title analysis, and the economical sales or other forms of disposition of seized, forfeited and/or blocked real property. The contract will support the Department of the Treasury (Treasury) and components within the Department of Homeland Security (DHS) that participate in the Treasury Forfeiture Fund (TFF), as well as OFAC by providing services for the receipt, possession, custody, management, and disposition of seized, blocked and/or forfeited real property. This proposed requirement will provide support services nationwide. TEOAF will provide the technical direction for all work and services performed under any potential resultant contract award. The goal of such procurement effort is to award a new contract that will reduce the overall cost of the operations and reduce contract administration costs, while improving on customer service. Type of Competition and Eligibility: Any resultant solicitation from this notice will be a Small Business Set-Aside. The NAICS Code for any resultant solicitation will be 561790, which has a size standard of $7 million. Contractors must be registered in the Central Contractor's Registration (CCR) before contract award. Type of Contract: Treasury contemplates entering into an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with fixed price, fixed rate per unit of measure, and cost reimbursable contract CLINS.
