Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44. (iii) This solicitation is a total small business set-aside, NAICS 337215 Showcase, Partition, Shelving, and Locker Manufacturing, with a small business size standard of 500 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service (NPS) Northeast Region, Gateway National Recreation Area (GATE), Staten Island, NY 10305 is seeking qualified exhibit manufacturers/installers. Exhibit supplier shall detail, fabricate, transport to the site and install exhibit elements for the General Grant National Memorial. Fabrication of exhibits shall be in accordance to the specifications in the Statement of Work (included below). (v) LOCATION: General Grant National Memorial, West 122nd Street and Riverside Drive, New York City, NY. (vi) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted after successful fabrication, delivery, installation, and acceptance.(vii)SCHEDULE: The actual time frame of accomplishing the project should take no longer than 60 business days. (viii)DOCUMENTS TO BE INCLUDED IN QUOTE: 1.Detailed specifications including all descriptive and technical literature to be used during this project 2.A firm fixed price quote.3.Applicable warranty information4.Three (3) references of the proposed services within the past five years5.Name, phone number, and address of your point of contact. (ix) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A technically acceptable business will meet or exceed the following criteria:(1)Have at least three (3) to five (5) years of experience performing similar services as required in this solicitation(2)Demonstrates satisfactory past performance (x) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(xi) FAR provisions/clauses listed below apply. The due date and time is 10:00am ET on Tuesday, September 7, 2010. (xiv)Applicable Wage Determination: WD 05-2375 (Rev.-9) Statement of Work:ULYSSES GRANT INTERPRETIVE TIMELINE EXHIBITGENERAL GRANT NATIONAL MEMORIALNEW YORK CITY, NEW YORK BACKGROUNDThe Ulysses Grant Timeline will be installed in the rehabilitated Pavilion adjacent to General Grant National Memorial ("Grant's Tomb"). The Pavilion will serve as the principal visitor center for the Memorial. The exhibit will outline the significant events of Grant's life from his birth in Ohio in 1822 to the completion of his tomb in New York City in 1897. Included will be his education at West Point, service in the War with Mexico, marriage and family, civilian life in the 1850s, generalship during the Civil War, his Presidency, the Reconstruction Era, "Reconciliation" with the south, civilian life 1877 to 1885, death, construction of his tomb and the recognition of Grant's national significance to the post-Civil War era. Appropriate illustrations will be drawn from the park's collections and text will be developed by park staff. PURPOSEThe purpose of this contract is to detail, fabricate, transport to the site, and install exhibit elements for the General Grant National Memorial, W. 122nd Street and Riverside Drive, New York City, NY.SCOPE OF WORKIn accordance with the terms and conditions of the above-referenced contract, the contractor shall provide to the site and install exhibit elements for General Grant National Memorial. DIVISION 1 - PROJECT MANAGEMENTNational Park Service will provide project management under this contract. The contractor will attend a post-award conference at the site. The contractor will take detailed measurements of the existing walls in the exhibit area to ensure proper fit of exhibit elements. The contractor will note locations of heating and air conditioning ducts, doors, windows, wall switches and controls, thermostats, security system alarms and sensors, wall finishes, and other elements which could impact placement, installation, and operation of the finished exhibits. DIVISION 2 - FABRICATION DRAWINGS Provide drawings for review and approval detailing proposed fabrication of all structures indicated in the government-furnished exhibit design.In addition, the contractor will also provide the following:1.An inventory of government-furnished graphic sources to the COR by electronic mail within 14 calendar days after receipt of the government-furnished materials.2.Develop graphic layouts for six graphic panels.3.Develop revised graphic layouts for six graphic panels incorporating the COR review and comments.4.Develop typical fabrication drawings for six graphic panels. DIVISION 3 - SAMPLES/MOCK-UPS/PROTOTYPESProvide samples for all materials, colors, and finishes specified for the exhibits. In addition, the contractor will also provide the following:1.Preliminary layout proofs of each of the six graphic panels.2.Revised layout proofs of each of the six panels.3.Fabrication drawings for each type of structure.4.Full-scale graphic panels consisting of full-color and final, high-resolution scanned images using the output device to be utilized for final printing. DIVISION 4 - EXHIBIT STRUCTURESProvide fabrication of all exhibit elements including cabinetry, panels, vitrines, or other elements that constitute the basic structural elements of the exhibits.The exhibit components include the following:1.Six graphic panels, each panel to consist of text and approximately six photographs, reproductions of historic prints, and/or graphics.2.Graphic panel sizes: approximately 6' width x 4' height. Exact measurements to be determined. DIVISION 5 - GRAPHICSProvide fabrication of all exhibit graphics. In addition, the contractor will also provide the following:1.Exhibit Layouts:a.The contractor will develop and prepare computer-generated files for all graphic panels. These computer-generated layouts will provide full representation of the panel and include low-resolution images and all exhibit text and other graphic elements. The graphic will include panel dimensions.b.The contractor will be responsible for making corrections to the digital layouts when any are identified in the Preliminary and Revised Layout Proofs.2.High-Resolution Scans:a.The contractor will provide high-resolution scans of government-furnished photographic source materials. The photographs and other source materials shall be scanned at the resolution recommended for the particular output device to be used, based on the final size of the image. b.The contractor will verify that a high quality image can be obtained at the final resolution and size required. Where the government-furnished image is already a digital file, the contractor will verify that the resolution of the scan meets the requirements and notify the COR if the resolution is too low.c.High-resolution scans will be inserted into digital layout files which contain low resolution placement images. The contractor will verify that the proposed cropping, orientation, and dimensions of the image will fit with the layout as designed. The contractor will provide digital color correction and adjustments to layout and cropping.d.Two full-color paper proofs of each graphic will be provided to the COR for review and approval of text and graphics. The proofs will be of sufficient size to read all text clearly. Color samples in final output material will be provided to the COR to evaluate colors and clarity of images. The reduced-scale paper proofs will be provided in two submittals:i.Preliminary Layout Proofs; andii.Revised Layout Proofs. FDIVISION 6 - SETUP AND INSTALLATIONNational Park Service will provide setup and installation. Contractor will transport the packaged exhibit elements to General Grant National Memorial, West 121st Street and Riverside Drive, New York City, NY. DIVISION 7 - PROJECT CLOSEOUTPrepare and organize all exhibit production material for submittal to the COR and closeout of the project.In addition, the contractor will also provide the following:1.All high-resolution scans, final production-ready digital files, and government-furnished fonts will be provided on a CD-ROM and submitted to the COR with the closeout package. Two copies will be provided.
