- The United States Army Contracting Command Joint Munitions & Lethality Contracting Center, Picatinny Arsenal, New Jersey 07806-5000, on behalf of the Fuze Development Center, is contemplating a sole source purchase order to Test Devices Inc, Hudson, MA to upgrade a custom made high speed spin stand which was procured in the past from Test Devices Inc. The high speed spin stand is in need of upgrading to advance its capabilities in order to support future testing. To do this, custom parts and training are to be procured for this system including: designing and fabricating a high speed spin arbor for testing of devices, solid model development, selection of appropriate materials, dynamic stability check, and interference fit check; design a vibration monitoring system to monitor the life of the machine and prevent potential loss of test items; supply parts for a hollow shaft spindle and spare parts to work with the high speed slip rings. The U.S. Army intends to satisfy this requirement by soliciting, negotiating, and awarding a sole source purchase order under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements. This acquisition is being conducted using simplified acquisition procedures; however, responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government. All responsible/interested sources shall submit their qualifications and capabilities via email to jeremy.phillips6@us.army.mil NO LATER THAN COB 07 September, 2010, TELEPHONE INQUIRIES WILL NOT BE ACCEPTED.
