- The Bureau of Reclamation, Boulder Canyon Operation Office (BCOO), Boulder City, Nevada, intends to award on a sole source basis, a contract to the University of Colorado, Center for Advanced Decision Support for Water and Environmental Systems (CADSWES), 3100 Marine Street, Room 481, Boulder City, CO 80309-0572, for user support, upgrades and software enhancements of the Riverware modeling tool software. Since 1993, Reclamation, the Tennessee Valley Authority, the U.S. Geological Survey, and the University of Colorado, Center for Advanced Decision Support for Water and Environmental Systems (CADSWES), have participated in a collaborative research and development program to develop decision support tools for water management. Riverware is a major application from this program and is used by BCOO. RiverWare plays an integral role in the daily scheduling and monitoring of water deliveries along the Lower Colorado River System. The scheduling and monitoring of this volume of water via a system of dams, powerplants and diversion canals requires that RiverWare be operational at all times. To remain operational, annual user support, software upgrades and enhancements are required on this software. The contractor (CADSWES) developed, enhances, and maintains this software for the users and is, therefore, the only entity able to provide these services. The NAICS Code identified for this action is 3541511 - Custom Computer Program Services. The Small Business Size Standard is $25M. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is August 31, 2010.
