Description
NOAA's Marine Operation Center has a requirement for dockside repairs to the NOAA Ship OSCAR ELTON SETTE. The contractor shall provide all supervision, material, and labor necessary to perform modifications, repairs, and preservation to the NOAA Ship OSCAR ELTON SETTE. The mooring shall be accomplished at the NOAA's Ford Island facility in Honolulu, HI. The Ship is tentatively scheduled to become available on November 1, 2010 and be completed no later than January 14, 2011. Specific period of performance dates will be announced at the time of the issuance of the solicitation. This procurement is a 100% small business set-aside. The NAICS code for this procurement is 336611 and the size standard is 1,000 employees. The work is anticipated to consist of approximately 13 basic work items and 18 option items, any of which are subject to change at the Government's discretion upon issuance of the solicitation. BASIC REQUIREMENTS include, but are not limited to: Conduct Underwater Inspection In Lieu of Drydocking, Restore #3 AC Plant, Weight Control, Clean Switchboards, Replace After Steering Escape Scuttle, Remove Forward Bunkroom Door, Trawl Pump Installation and Repair, Install Trawl Warps, Repair Auxiliary Salt Water Pump, Inspect MSD Tank, Clean Salt Water Piping, Clean Generator Engine Heat Exchangers and Reinsulate Scientific Freezer. OPTION REQUIREMENTS include, but are not limited to: Retile Main Passageway and Mess Deck, Replace Galley Refrigerator, Replace Weatherdeck Door, In Place Cleaning of Main Propulsion Generators, In Place Cleaning of Motor Generators, Replace Port Forward Shaft Seal O-Ring, Clean Galley Drain Piping, Replace Main Generator Room Supply Fans, Repair Leaking Port Shaft Forward Seal, Install Fume Hood in Hydro-Chem Lab, Install Messdeck Refrigerator, Replace Starting Air Compressor, Replace Raised Deck Around Gyro Repeater Stands, Overhaul Leslie Valves, Inspect and Repair Forward Deck Crane, Replace Trawl Hydraulic Heat Exchanger, Replace Turbo Nozzle in #2 Main Generator and Overhaul MSD Pumps and Bookcell. General Vessel specifications: Length (LOA): 224 ft., Breadth 43 ft., Draft: 15 ft., Displacement: 2,301 tons. Additional vessel specifications of a general nature can be found at http://www.moc.noaa.gov/os/index.html The Government anticipates that the vessel will be available for pre-bid inspection in Hawaii on or about October 1, 2010. Specific dates will be provided upon issuance of the invitation for bid. All responsible and fully responsive sources may submit a bid which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed price contract. Solicitation documents will be made available for download on or about September 8, 2010 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued.
