Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation, a written solicitation WILL NOT be issued. Solicitation Number I2724100186 is issued as an Invitation to Bid (IFB) I2724100186 for the purchase and installation of a Polycom HDX Executive Collection 8000-720 2ET with HDX Executive Collection stand with integrated 120v/270w audio and two 50' 1080p plasma displays, EagleEye HD camera mount and cable bundle; Polycom Sound Station IP 7000 (SIP) conference phone; Cable, HDX microphone array cable, Walta to Walta 25ft connects HDX microphone to HDX microphone or HDX microphone to HDX system; HDX 9000 C-Link Input that requires Walta to RJ-45 adapter; Premier, One Year HDX 8000 Series Executive Collection with dual 50' displays; power conditioning and distribution system that will accommodate all electronics; an easily accessible connection for a laptop computer either through standard monitor jack, through or a DVI connection, (HDCP not required) that permits the image to be displayed on either or both monitors with 15' wire(s) to make the connection. Cable bundles shall also provide a connections from a laptop's sound-out jack so audio presentations will play through the Polycom speakers; installation, configuration and testing of all equipment; training and the development of guide for operation and one-year maintenance agreement; labeling of all cables, and the development of a notebook with owner's manual included. More detailed specifications for the above referenced requirements are outlined below. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-43. The North American Industry Classification System (NAICS) is 334220. The Solicitation is a total Small Business Set-Aside, Size Standard 750 Employees. BACKGROUND AND OBJECTIVES - The administrative headquarters for the Historic Preservation Training Center is in the Gambrill House, a National Park Service (NPS) historic property (ca 1872) located on the grounds of Monocracy National Battlefield in Frederick Maryland. The first floor 'training room,' is an elongated space 35' x 15' fitted with moveable tables and chairs which can accommodate up to 25 people. The room is identified in the separately posted documents as the Parlor in 'Gambrill First Floor Plan'. Table and chair arrangements range from a conference room configuration long tables to chevrons facing the west end of the room or southern elongated wall. A predominance of use is for meetings, receipt of TEL Station interactive satellite training (one-way video coupled with two-way audio via a telephone bridge connected to push-to-talk microphones) or formal classroom training. The most common meeting-facilitator or instructor interface is via laptop computer with images displayed either on the existing 42' flat panel monitor or projected on the southern elongated walls with a portable data projector. Meetings regularly make use of a PolyCom Sound Station wireless speaker phone. The National Park Services' (NPS) Office of Learning and Development delivers training through its four centers which are located at the Grand Canyon, in Harpers Ferry WV, and Washington DC. The immediate need for the purchase of a video conferencing system is improved communication and collaboration between these dispersed offices. The NPS is bolstering its distance learning to incorporate new technology so we anticipate increased delivery of training through video conference. The NPS has bridging capabilities in Alaska, Philadelphia, Washington, DC and California. EXISTING CONDITIONS AND EQUIPMENT - Windows are located at both ends of the room and in a windowed bay see drawing entitled 'Gambrill First Floor Plan'. One wall houses an inactive fireplace and is predominantly lined with book shelves. The floor is carpeted and ceiling and walls are painted hard surface sheetrock. There is a full open basement with exposed beams directly below the Training Room. This access can be used to install in-floor connections if required. If this method of installation is recommended, the NPS will install floor connections. Existing electronics are housed in a wooden flat panel lift console with a 42' flat panel television. TEL Station satellite equipment consists of a Harvard Elite, Model AT2001 from which six push-to-talk microphones daisy chain (A.T. Products model #T31). It connects to a wall mounted telephone jack for the audio phone bridge. The signal from the satellite is delivered through a coaxial cable to a DVD/VCR Sony Video Cassette Recorder/DVD Recorder # RDR-VXD655 which in turn is connected to the television screen and its speakers. The DVD/VCR is used to both record satellite training and to play recorded training. A wireless PolyCom conference phone ( PolyCom Sound Station 2W, 2.4 GHz (WDCT)) is also connected to the Harvard Elite for use in audio conferences. A wall jack that provides phone, cable, and LAN connections is located on the wall behind the credenza. Please see the document posted separately entitled 'AT2001[1].pdf' for the Harvard Elite's Users Manual and 'TEL_station_operators_setup_032009.doc' for the operator's instructions. GOAL - The overall goal of this is to incorporate video conferencing capability into the existing functionality while improving audio and ease of use by visiting instructors. The ability to conduct an audio conference is required either through the existing PolyCom Sound Station or through other means. SPECIFICATIONS (A) OVERALL INFORMATION - The VCR/DVR's ability to record a satellite broadcast will be preserved. The NPS will remove the existing wooden credenza and 42' screen. Interactive satellite equipment (Harvard Elite, microphones, VCR/DVD) and PolyCom Sound Station will remain. If required, surface-mounted cable races are acceptable on walls or ceiling. Through-floor receptacles are acceptable but shall be durable while providing ease of access i.e. no specialty tool required to access. If the proposed solution includes floor receptacles the NPS will purchase recommended units and install in accordance with the Contractor's proposed layout. As part of the system design and installation, the NPS requires a user friendly configuration that permits a person not trained in the operation to play a DVD or connect using a built-in or a laptop computer (e.g. auto-detect for computer; selection switch labeled for use by a non-tech-savvy person). The NPS, Historic Preservation Training Center has conducted a test of Polycom Equipment on our network and we do not need to adjust the Quality of Service. The cabinet containing electronic components will remain stationary in the location identified and does not need wheels to move around the room. Video conference connections: For multipoint connections, the NPS will use one of the NPS's PolyCom Videoconferencing bridges. If point-to- point is needed we will utilize the installed equipment. (B) EQUIPMENT SPECIFICATIONS - The Contractor shall add the following functionality to the existing system in such a fashion that the interactive satellite training will be visible on the new displays using existing connections i.e. coaxial cable, phone jack, VCR/DVR and push-to-talk microphones. It shall also provide a means for an instructor to connect a laptop to the flat panel displays in such a fashion that the image can be seen on one or both. Specific equipment specifications with Product Numbers and Descriptions follow: (1) P/N 7200-26920-001: HDX Executive Collection 8000-720 2ET. HDX 8000-720, HDX Executive Collection stand with integrated 120v/270w audio and 2-50' 1080p plasma displays, EagleEye HD camera mount, cable bundle; (2) P/N 2230-40300-001: SoundStation IP 7000 (SIP) conference phone. AC power or 802.3af Power over Ethernet. Include 100-240V power supply, 1.5A, 48V/50W; NA power plug; 25 ft/6m Cat5 shielded Ethernet cable; Power Insert Cable. Expandable; (3) P/N 2457-23216-001: Cable, HDX microphone array cable. Walta to Walta. 25 ft. Connects HDX microphone to HDX microphone or HDX microphone to HDX System.HDX 9000 C-Link input requires Walta to RJ-45 adapter; (4) P/N 4870-00550-002: Premier, One Year, HDX 8000 Series Executive Collection with dual 50' displays; (5) Power conditioning and distribution system that will accommodate all electronics; (6) An easily accessible connection for a laptop computer either through standard monitor jack, through or a DVI connection (HDCP not required) that permits the image to be displayed on either or both monitors with 15' wire(s) to make the connections. Cable bundle will also provide a connections from a laptop's sound-out jack so audio assisted presentations will play through the PolyCom speakers; (6) All cables will be labeled stating what jack the cable came out and what hjack it will go in; (7) Installation, configuration and testing of all equipment; (8) Training of Center staff on the system's operation; (9) A simpleton's guide to operation; (10) Copies of all vendor supplied documentation; (11) A one year maintenance agreement which includes the costs of the PolyCom warranty; (12) Access to technical support for a one year and; a notebook with owner's manual included with enough space to include all other existing equipment literature. The successful Contractor shall provide the NPS with a proposed equipment and electrical layout for review and approval on or before September 22, 2010. Equipment shall be delivered and installed to: National Park Service, Historic Preservation Training Center, 4801A Urbana Pike, Frederick, MD 21704 on or before October 5, 2010.
