- The U.S. Army Research and Development Command Contracting Center (RDECOMCC), Aberdeen Proving Ground, MD intends to award a Cost Plus Fixed Fee (CPFF) contract utilizing Federal Acquisition Regulations (FAR) Part 13. The Government intends to issue an award on a sole source basis to Plasan North America, 222 Bowen Road, Bennington, VT 05201 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contractor shall provide their proprietary ceramic material and integration technologies to optimize the ballistic properties of a Flexible Small Arms Protective Vest - E level (FSAPV-E) system, and optimize FSAPV-E with their other proprietary technology at a lighter weight for evaluation and testing in support of the Product Manager Soldier Protective Equipment (PM SPE) and Office of the Secretary of Defense (OSD) Foreign Comparative Testing (FCT) Program and its focus on foreign ceramic tiles This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capability to respond to this requirement, no later than 4:00 pm EST, 25 Aug 2010. All information submitted should support the offerors capability to provide the items and services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide the items and services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
