Description
The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) on behalf of Federal Occupational Health (FOH) entitled “National Staffing Support for Federal Occupational Health (FOH)” 5.205 (f), "Section 8(a) competitive acquisition". "When a national buy requirement is being considered for competitive acquisition limited to eligible 8(a) concerns under subpart 19.8, the contracting officer must transmit a synopsis of the proposed contract action to the GPE. (FedBizOps) The synopsis may be transmitted to the GPE concurrent with submission of the agency offering to the Small Business Administration (SBA). The synopsis should also include information - (1) Advising that the acquisition is being limited to eligible 8(a) concerns; (2) Specifying the North American Industry Classification System (NAICS) code; 621999 – All Other Miscellaneous Ambulatory Health Care Services; Size Standard: $10M (3) Advising that eligibility to participate may be restricted to firms in either the developmental or the developmental and transitional stages; and (4) Encourage interested 8(a) firms to request a copy of the solicitation as expeditiously as possible. Description: In order to achieve its goal of providing nationwide comprehensive Occupational Health services to Federal agencies, FOH uses the resources of various contractors to assist in customer service and service delivery functions. The purpose of this contract is to obtain OH operational staffing support services including: Occupational Health Account Development, Administration, Fiscal, Consultation Services; Logistics and Support Services; and Direct Service Delivery. Work will be performed at designated FOH Area Offices (AO) and/or other designated Service Provision Sites (SPS), including sites that provide direct care to enable FOH to fulfill its interagency agreements with other Federal agencies in the United States of America, its territories and trusts. The Contractor shall be responsible for recruitment, orientation, training, and oversight of all OH professional and administrative staff. The quality of services provided by the Contractor and its providers shall be guided by currently recognized national standards as established by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO); the American Medical Association (AMA); the American Association of Occupational Health Nurses (AAOHN); the American College of Occupational and Environmental Medicine (ACOEM); American College of Sports Medicine; established principles and ethics of the related professions; and the standards of care in the state or locality where the services are provided. FOH provides these services and consultations to other Federal customer agencies exclusively through Interagency Agreements. Services provided under this contract must be provided in accordance with the terms and conditions of this contract, FOH policies and procedures, and the requirements of interagency agreements between FOH and its Federal agency customers. 17. Set-aside Status: Limited to eligible 8(a) firms The anticipated period of performance is a basic period of one (1) year with four (4) twelve (12) month option periods. The solicitation will be issued approximately fifteen (15) days after issuance of this synopsis and will be made available electronically at http://www.fedbizopps.gov. THE SOLICITATION WILL ONLY BE AVAILABLE ON FBO. PLEASE DO NOT REQUEST AN ELECTRONIC COPY OF THE SOLICITATION. Proposals will be due approximately 45 days after issuance of the solicitation.
