Description
Total Small Business Set aside: The Environmental Protection Agency (EPA), Office of Research and Development, has a requirement for the National Exposure Research Laboratory, Regional Vulnerability Assessment (ReVA) Program for research and technical support. This support will encompass developing and refining statistical methods, analyses and quantitative models; spatial interpolation and regression methods; web- and PC-based assessment and visualization tools; data and information management; literature review (search, extract and synthesize) and data mining ;exploration and developing new information technologies; risk reduction, economic, and quality of life benefit-cost analyses; outreach and technology transfer activities; developing, packaging and distributing of end products (decision toolkits, manuals, guidelines, etc.) and support for peer reviews and workshops. Specific details of the requirement will be outlined in the Statement of Work. The EPA anticipates the award of a cost plus fixed fee, level of effort term (work assignment contract) with a 60 month performance period consisting of a 12 month base period and four 12 month option periods for a total of 38,500 hours. The level-of-effort is 1000 base hours plus 6,700 optional hours for the base period. In addition each option period will contain a base quantity of 1000 base hours plus 6,700 optional hours. NAICS Code 541712 applies with a small business standard of 500 employees. A draft copy of the statement of work will be posted on website: http://www.epa.gov/oam/rtp_cmd. The request for proposals (RFP) will be issued on or about October 6, 2010 and proposals will be due 30 days after the RFP issue date. EPA has determined that this solicitation will be issued under as a 100% small business set aside. No further synopsis will be published.
