- This is a pre-solicitation notice. The Federal Bureau of Prisons (BOP) anticipates award of a Firm-Fixed Price contract. The BOP is seeking interested and qualified vendors to solicit for an award of a Firm-Fixed Price Contract to install approximately eight (8) hundred feet of guardrail to run parallel to the perimeter road located at the Federal Correctional Institution (FCI) McDowell, WV. The commercial services requirements shall be provided in a manner consistent with the services noted in the Statement of Work (SOW) and meet at the minimum the WVDOH guidelines and shall be installed in accordance with the same guidelines. An awardee, from a resultant contract, will provide all equipment, tools, materials and labor necessary to install approximately eight (8) hundred feet of guardrail to run parallel to the perimeter road. Guardrail shall be similar to the surrounding guardrail. The period of performance for any contract awarded as a result of this solicitation shall be from date of award through 30 Calendar Days. The North American Industrial Classification System (NAICS) Code is 236220. The following evaluation factors will be used in evaluating proposals, which are listed in descending order of importance, past performance, technical, and price. This acquisition is reserved exclusively for small business. In accordance with Federal Acquisition Regulation (FAR) 36.204(b), the magnitude of this acquisition is estimated to be between $25,000 and $100,000. Participation by small, small-disadvantaged, HUBZone small businesses, woman-owned small businesses, veteran-owned businesses, and service disabled veteran-owned small businesses is encouraged. This notice is not a solicitation or request for offers. Interested offerors may request and obtain a Request for Quotation (RFQ) distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of this solicitation will not be available. The web site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this web site. Interested parties are responsible for monitoring the web site to ensure they have the most up-to-date information regarding this acquisition. Solicitations will be issued on or about September 7, 2010 with a tentative closing date of October 7, 2010.
