Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined solicitation/synopsis. The U.S. Army Heritage and Education Center (AHEC) has a requirement to procure several conservation grade museum display cases. The reference number is W91QF0-10-R-AHEC and is a request for quote (RFQ). This requirement is a 100% set-aside for small business. The NAICS code for the requirement is 337215 and the size standard is 500 employees Specification must be submitted when responding to the RFQ. Contractors shall submit a unit price and a total price for each line item included in this acquisition. All responsible sources may submit a quotation and shall be registered in the Central Contractor Registry (CCR) database prior to award. Information on registration may be obtained via the internet at http://ccr.gov. Proposals will be evaluated on a lowest price, technically acceptable basis (LPTA). Contractor must include in their bid a listing of materials to be used in the construction of the cases. 1.2.2 CLIN: Exhibit Cases; Sizes and Quantities are shown below 1.2.2.1. Cases are glass freestanding display cases Case SizeDeck HeightClear ViewQuantity 48x20x4230122 ea "These two Table/Look Down cases will require the following features: oDesiccant chamber oInternal LCD or Fiber Optic lighting oMotorized lift for vitrine with a lift height of 12 clear space between glass cover and display top. Salient Characteristics are as follows: 1. Lighting: Light levels inside the exhibit cases shall be controllable from 5 25 foot candles (or 50-250 Lux) via a dimming devices and switches to that all or a portion of the interior case lights may be on or off and at the appropriate level for the artifact being displayed. The controls will be accessible from the exterior, but not visible or accessible to visitors. Light fixtures shall emit no Ultraviolet light. LEDs and Fiber Optic fixtures are desired. A venting system may be needed to dissipate the heat generated by certain types of fixtures in order to maintain an interior temperature not to exceed 68 degrees. Lights must have be controlled by a motion sensor or infrared sensor so that they are only on when the facility is open or when the case is being visited by patrons. Light from outside the case will be filtered by the case glass to effectively filter almost 100% of the Ultraviolet light below 400 nanometers. 2. Humidity/Air quality: Cases shall be equipped with an interior appropriately sized desiccant chamber to maintain a constant humidity level with the use of silica gel. Cases shall be sealed with appropriate silicone gaskets to prevent humidity migration and the ingress of pests and airborne particles. The maximum leak rate should be no more that 1.5 full air exchanges per day. A jack will be installed for the placement of a Hobo type reader inside the case that can be downloaded via the jack on the exterior of the case without having to open the case. 3. Exhibit Case Access: Access via a hinged door is required for installing exhibit materials inside the case. Hinges should not be obviously visible to patrons and the door must be secured with two locks at two locations keyed the same; contractor will provide a total of 3 keys per case. The locks, as with the hinges, should not be obvious to visitors. 4. Case Construction Materials A. Glass - All glass is to be 3/8 white security safety glass capable of filtering nearly 100% of the Ultraviolet light below 400 nanometers. B. Paints - Case construction utilizing interior paints shall conform to: Technical Note 5:8 published by the National Park Service, available online as a pdf file at: http://www.nps.gov/hfc/products/cons/ex-con-guidelines.htm# ASTM (American Society for Testing and Materials) Standards D4303-99 Lightfastness of Pigments Used in Artists Paints. The paint shall not be easily scratched. The paint shall be matte but not have an obvious rough texture. Examples of paints with good vapor barrier properties include, but are not limited to: otwo-component epoxy paints with 2 lbs of aluminum pigments per gallon; oEmulsion paint designed for coating wood as a vapor barrier. oLow VOC acrylic latex house paint or butadiene/styrene latex flat wall paint applied in 2 coats. oPowder-coated paints (synthetic polymer fused to steel) oBaked enamel that has been properly baked so it does not off-gas formaldehyde. C. Varnishes and Sealers these are to be used to seal and finish interior and exterior wooden elements. These products must be identified, stable and pose no threat to collections displayed. Examples of coatings include, but are not limited to: oShellac is a natural resin from the lac beetle diluted as necessary with ethanol. It provides an excellent vapor barrier if applied and dried properly. oMoisture-borne polyurethane oEpoxy (only Catalyzed polymerization or Coalescence) D. Wood All woods must be sealed with acceptable museum grade products. They must be aged and dried with a pH equal to or higher than 5. Examples of acceptable woods include, but are not limited to: oPoplar, Walnut, Philippine Mahogany, South American Mahogany and true African Mahogany that emits less that 0.5 ppm of volatile acidity. oPlywood stamped ANSI/HPVA HP-1 1994 indicating it meets national construction standards for volatile emissions. E. Products with adhesive binders Examples of adhesive binders include, but are not limited to: Laminate finishes on woods where there is no off-gassing from the laminate or adhesives. F. Metals: Aluminum may be used for framing and panels. If used inside the case, it must be powder coated with a non-reactive, low volatility and stable product. G. Gaskets Gasketry shall be polyethylene or platinum or peroxide-cured silicones. Any tubing shall be cross-linked polyethylene, ethyl vinyl acetate, or nylon. H. Adhesives: Adhesives used in construction must meet American Society for Testing and Materials Standards. I. Papers or paperboards the use of paper or paperboard in the construction of the case is not acceptable. J. Barrier Films - Examples of barrier films include, but are not limited to: "Marvelseal 360 470 or 585 (aluminized nylon and polyethelene barrier film) "Moistop (polyurethane) "Melinex, Aclar (polyester) "Foil-O-Rap FR7750 (aluminum laminate) "Dartek (cast Nylon 6,6 film) "Cinefoi (aluminum) "Aluminum foil tape that doesnt have rubber or bitumen adhesives. K. Textiles "Textiles used shall be colorfast, lightfast. "Textiles must be free of starch, bleach, or formaldehyde. "Textiles may not be wool. "Textiles may not be treated with fire retardants. L. Plastics and foams "Plastics and foams must be inert, free of chlorine, dicarbonamides, and sulphur and be pH neutral. "Examples of acceptable plastics and foams include, but are not limited to: Polypropylene, acrylic, polyethylene, high-density polyethylene, and polyester are acceptable. 5. Contractor must include in their bid a listing of materials to be used in the construction of the cases. PLACE OF Delivery: Delivery will be to U.S. Army Heritage & Education Center, Carlisle Barracks, PA. Must be F.O.B Destination. The synopsis/solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-36. The following provisions and clauses apply to this acquisition and shall remain in full source in any resultant award: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; The Government will award one fixed-price contract to the offeror based on the Lowest Priced Technically Acceptable (LPTA) basis. In selecting the offer most advantageous to the government, the following factors will be considered: 1. Technical 2) Past Performance and 3) Price-Trade-offs are not permitted. In order to be selected offeror must be rated at least acceptable in technical and past performance. The Government reserves the right to evaluate the lowest priced proposal first and if it is acceptable then make award to that offeror. In the event the lowest price proposal is not acceptable, then the second lowest price proposal is evaluated and if acceptable then award to it, and so on. 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4, 52.211-6 Brand Name or Equal; Contract Terms and Conditions commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders Commercial Items. In paragraph (b) of 52.212-5, the following apply: 52.222-3; 52.222-19; 52-222-26, 52.222-35; 52.222-36, 52.222-37; 52.222-39, 52.225-1; 52.225.13, 52.232.33. Offerors shall include a completed copy of the provision at 52.212-3 ALT 1, Offeror Representations and Certifications Commercial Items with its offer. Response to this combined synopsis/solicitation must be received via hardcopy by September 10, 2010 no later than 4:00 PM Eastern Standard time.
