Description
JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION 1. Identification of Agency and Contracting Activity. This Justification and Approval (J&A) for Other Than Full and Open Competition is executed by the CAI Frederick, Frederick, MD, on behalf of the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Facilities, Access, and Administration (OFAA). 2. Nature/Description of Action. This activity proposes to negotiate a noncompetitive award (sole source) with Associated Veterans, LLC, for the procurement of services for: one Senior Functional Specialist and two Project Managers. 3. Description of Supplies/Services. This requirement provides on-site executive-level business support to the Under Secretary for Benefits (USB) and the Veterans Relationship Management (VRM) program regarding all information technology (IT) and business modernization efforts for VA that are applicable to the VCC. The Senior Functional Specialist will serve as the industry expert to provide executive-level independent validation and verification of ongoing business efforts to the USB and VRM program team to support transformation of VA into a 21st century organization that meets the needs of veterans by leveraging technology to accelerate and modernize Veteran contact tools and processes. The Project Managers will provide support to the VRM program team to manage ongoing projects within the VRM Program. The expert would have the following major and supplemental responsibilities: Major Responsibility: The contractor shall provide all resources necessary to accomplish the deliverables described in the statement of work (SOW), except as may otherwise be specified. This requirement provides on-site executive-level business support to the Under Secretary for Benefits (USB) and the VRM program regarding all information technology (IT) and business modernization efforts for VA that are applicable to the VCC. Supplemental Responsibilities: oSupport the execution of VBA's Virtual Call Center prototype business modernization initiative and information technology-related projects and programs. oProvide executive-level consulting support to VBA in the analysis of program and portfolio-level issues. oProvide executive-level analysis in support of the program investment process and document preparation/management required for key decision points. oAssess benefits, risks, and costs of alternative solutions, if applicable. oProvide executive-level validation and verification of business process improvement or re-engineering efforts. oServe as an industry expert for commercial best practices of organizational change management activities. oProvide analyses on special topics specific to projects, as requested. oProvide senior-level briefings, as requested. The proposed total contract cost for the base year and three option years is estimated to be $3,904,594.75; Base Year: $923,520; Option Year One: $954,835.20; Option Year Two: $993,148.42; Option Year Three: $1,033,091.14. 4. Identification of Statutory Authority. The statutory exception permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c)(5), Authorized or Required by Statute as implemented by FAR 6.302-5. The applicable statute is PL 109-461, Veterans First Contracting Program (codified at 38 U.S.C. § § 8127 and 8128). 5. Demonstration of Contractor's Unique Qualifications. Associated Veterans LLC - Quality Solutions is a Service Disabled Veteran Owned Small Business registered in Vet Biz.gov. Associated Veterans, LLC as a firm has significant experience within VBA providing project management services to six of the staff and business line offices in VBA. 6. Description of efforts made to ensure offers are solicited from as many potential sources as practicable. N/A per VAAR 819.7007(b) 7. Determination of Fair and Reasonable Prices. No award shall be made until the Contracting Officer determines the price to the Government to be fair and reasonable. This determination will be based on a comparison of the offeror's price proposal to the Government IGCE which is based on an average of rates from GSA MOBIS Schedule 874-1 SDVOSBs in the Washington Metro Area. 8. Description of Market Survey. N/A, per VAAR 819.7007(b). However, market research was conducted to develop an Independent Government Cost Estimate. 9. Other facts supporting the use of other than full and open competition. None. 10. Listing of Interested Sources. Associated Veterans, LLC 10042 CEDAR SPRING LN CULPEPER, VA 22701 11. Actions Taken to Remove Barriers to Competition. All future requirements will be handled on a case-by-case basis.
