Description
The government intends to make a sole source purchase in accordance with FAR Parts 12 & 13 at Peterson Air Force Base, Colorado. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13, 28 Sep 06. The North American Industry Classification System (NAICS) is 517919 and the size standard is $25 million dollars. The government intends to make a sole source purchase from Unified Teldata, Inc. (UTDi) on or about 26 August 2010 for the purchase of teleconference bridge equipment and maintenance for all Peterson AFB users. Equipment includes 500 teleconference licenses, 250 for Peterson AFB users and 250 specific to NORAD NORTHCOM. Current telephone Conference Bridge is obsolete to the extent that the hardware and software are no longer supported and maintenance for this system is no longer available. The vendor providing this service must have an extensive support organization including a factory repair facility with specialized automated test equipment and mockup, a 24 hour assistance/dispatch facility, a local facility with spare equipment inventory to support government DIFM processing time requirements and disaster recovery, hardware/software engineering support, training expertise and trained field engineers to provide 24-hour, 7-day week coverage. To prevent critical failure, a Joint Interoperability Test Command (JITC) certified system as mandated by AFI 33-111, paragraph 7.9.1. is required. Additionally the new system would function as a blast dialer to accommodate time sensitive requests for urgent/last minute conference calls. The system should also meet requirements outlined in DODI 5200.40 and AFI 33-202. By authority cited in FAR 6.302-1, the required acquisition is available from only one responsible source and no other type of supplies of services will satisfy agency requirements.
