- DESCRIPTION: The U.S. Army Contracting Command, Rock Island Contracting Center, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, Picatinny Arsenal, New Jersey, 07806-5000 is conducting a Market Survey to locate potential manufacturers to produce M1002 and M865 Tank Training Cartridges with an Advanced Case System (ACS), and to also refurbish M865 and M831A1 Training Cartridges currently in the inventory. The M865 refurbishment effort requires the existing two piece cartridge case to be replaced with the ACS, which is a new two piece cartridge case design. The M831A1 refurbishment requires the bond joint to be strengthened and protected with epoxy and tape. This 120mm Tank Training Ammunition will be used to fill FY12-FY16 Army/USMC requirements. The projected rate of production for the M1002 Training Cartridges with ACS is 25,000 per year. The projected rate of production for the M865 Training Cartridges is 0 - 10,000 per year. The projected refurbishment rate for the M865 Training Cartridges is 30,000 per year. The projected refurbishment rate for the M831A1 Training Cartridges is 10,000 per year. The M865 and M831A1 Training Cartridges are to be refurbished within 12 months of award of the contract or execution of an option. SPECIFICATIONS: The M1002 shall be manufactured to a US owned Technical Data Package (TDP). For reference: M1002 TPMP-T (Target Practice Multipurpose with Tracer) Cartridge: NSN 1315-01-509-3555, PN 13006739. M865 TPCSDS-T (Target Practice Cone Stabilized, Discarding Sabot with Tracer), NSN 1315-01-288-5545, PN 12900347. M831A1 TP-T (Target Practice with Tracer), NSN 1315-01-369-6612, PN 12944397. PLANNED ACQUISITION: The Government contemplates an award of a five (5) year Multiple Year Firm Fixed Price (FFP) Contract, to include a base year and four (4) evaluated FFP priced Options. It is anticipated that a dual award will be made with a 50/50 split between contractors to produce the M1002 ACS Cartridges, refurbish M865 stockpile cartridges with the ACS and refurbish M831A1 with a Skive Joint Modification. Manufacturers shall have the capability of producing 12,000 to 25,000 M1002 Training Cartridges per year, 0 10,000 M865 Tank Training Cartridges, refurbishing 15,000-40,000 M865 Training Cartridges per year, and refurbishing 5,000 to 20,000 M831A1 Training Cartridges per year. Subject to approval, competition will be limited to U.S. and Canadian sources.
