Description
The U.S. Geological Survey, Nevada Science Center has a requirement for Dataloggers and associated sensors to perform evapotranspiration studies. This equipment will be used to measure and record evapotranspiration data. Campbell Scientific, Inc., Logan, UT is, to the USGS' knowledge, the only known source who can provide the required equipment. Their datalogger has the unique capabilities of measuring and recording data at a rate of 10 times per second. This fast rate of data acquisition is required to measure evapotranspiration related parameters. It also has the unique capabilities of storing the large amount of data acquired internally for long periods of time between data collection trips. Campbell Scientifics software engineers provide the program needed that tells the micrologger which sensors are connected, which environmental parameters to record, and how these parameters will be statistically analyzed. Therefore, the government intends to award this requirement non-competitively in accordance with FAR 13.106-1(b) (1) and FAR Part 12 to Campbell Scientific. Other interested concerns having the ability to meet the USGS requirement may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 16:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation (RFQ) 10WRQQ0297 will be made available to Campbell Scientific on or about 31 Aug 2010. This notice and any resulting quotation or purchase order conforms to the requirements in place through FAC 2005-43, effective 02 Aug 2010. NAICS 334513 Instruments and related products manufacturing for measuring, displaying, and controlling industrial process variables, for which the associated size standard is 500 employees.
